While other emerging regions were thriving, MENA's aggregate export performance over the past two decades has been consistently weak. Using detailed firm-level export data from Customs administrations, this report explains why. One central finding is that the size distribution of MENA's exporting firms is suggestive of a critical weakness at the top. With the exception of the top firm, MENA's elite exporters are smaller and weaker compared to their peers in other regions. The largest exporter is alone at the top-Zidane without a team. MENA countries have failed to nurture a group of export superstars which critically contribute to export success in other regions. Part of the reason behind weak export performance is the lack of a competitive real exchange rate. The deleterious effects of an uncompetitive currency can be traced all the way down to the firm, hurting expansion at the intensive and extensive margin and preventing the emergence of export take-offs. The lack of heavy weight exporters at the top of the distribution also reflects the region's failure to push for trade and business climate reforms energetically. Finally, MENA's prevalent cronyism and corruption under pre-Arab Spring regimes (at least) confirms that business-government ties led to distortionary allocation of favors and rent dissipation by beneficiary firms, with little evidence that those firms developed into national champions or helped lift the region's export performance. The possibility of state capture in itself should call for caution when advocating any form of government intervention. In contrast, some interventions, like export promotion programs show effects on small exporters. However, because these firms are marginal in trade, such programs cannot be game changers. More broadly, the success of MENA countries in promoting export growth and diversification as well as generating jobs depends heavily on their ability to create an environment where large firms can invest and expand exports and new, efficient firms can rise to the top.

Over the past decade, four major developments in global economic integration have shaped trade policy and the economic performance of countries within the Middle East and North Africa region: the emergence of global supply chains, the growth of trade in services, the rise of China and India as major international trading powers, and regional integration. These developments, along with the labor and natural resource endowments of particular countries (some are resource-poor but labor-abundant, some resource-rich and labor-abundant, and some resource-rich and labor-importing), have influenced export diversification outcomes across the region. Yet these countries may not be taking full advantage of all of the opportunities the four new trends offer to them. 'Trade Competitiveness of the Middle East and North Africa: Policies for Export Diversification' examines the region's trade policy agendas and their results by focusing on the countries' response to these four key developments in international trade. As the region recovers from the global financial and economic crises, the book identifies reforms that could allow countries to further strengthen global production networks, benefit more from trade in services, better compete in external markets to face the rise of China and India, and reach the full potential of regional integration. If thoroughly implemented, especially by oil exporters, all of these reforms could help boost growth and job creation in the region.

In the Middle East and North Africa (MENA), trade liberalization measures have coincided with stable economic growth, and GDP per capita growth has surpassed that of other developing regions. However, MENA's labor-market outcomes--such as average wage levels, informality rate, and female labor force participation--continue to underperform. Why has rising trade failed to produce better labor market outcomes in low- and middle-income countries in the region? 'Exports to Improve Labor Markets in the Middle East and North Africa' focuses on the impact of trade policy on trade-flows and their relationship with local labor market outcomes in three low- and middle-income countries--the Arab Republic of Egypt, Morocco, and Tunisia. Given their idiosyncratic labor markets, export diversification, and trade policy history, these three countries other important lessons for economic development in the region. Policy makers and stakeholders can use these findings to design policies to improve the chances that higher trade flows will deliver better labor market outcomes and ensure that the benefits are more equally shared. In Morocco and Tunisia, the highly segmented labor markets along gender lines, in combination with the concentration of trade in male-dominated capital-intensive sectors, led to few employment benefits accruing to women. This paper quantifies the effect of realized and potential global growth disappointments on export volumes from the Middle East, North Africa, the Caucasus, and Central Asia. Estimates of export elasticities with respect to trading partner GDP indicate non-oil export volumes are relatively responsive while service exports are less responsive. Downward revisions to global GDP growth for 2011–14 have impeded export performance, and the possibility of disappointing GDP growth in Europe and emerging markets presents further downside risks for exports. The Maghreb countries are particularly sensitive to developments in Europe, while CCA countries are more susceptible to growth in the BRICS.
