The Air Force, in cooperation with the Federal Aviation Administration, is screening new fire fighting foam concentrates to determine their effectiveness at extinguishing and resisting burnback for hydrocarbon fuel fires. This report documents the evaluation performed on the fire extinguishing agents FLAMEOUT, FlameOut Foam and Hawk SUPER B in accordance with the parameters set forth in Military Specification (MIL SPEC) MIL-F-0024385F, Section 4.7.13 for the twenty eight square foot fire test using three percent of Type 3 foam (normal concentration). Under the MIL SPEC test protocol, agents were required to meet a maximum extinguishment time of 30 seconds and a minimum burnback time of 360 seconds for normal concentrations. None of the three agents tested at the normal concentration met these minimum requirements.

This paper presents a framework for determining the required fire extinguishment and burnback performance of fire fighting foam on Class B fires. A generalized method to assess performance is presented and applied to a Navy aircraft carrier flight deck. For the hazards involved in the flight deck, fire extinguishing agents must control/extinguish fires in 30 to 90 seconds to prevent the onset of critical thresholds (e.g., ordnance cook-off). Current systems utilizing MIL SPEC AFFF meet this requirement. If MIL SPEC AFFF is eliminated, e.g., because of environmental concerns, it will be difficult to meet this performance using available alternative agents/systems. There is a correlation between the MIL SPEC AFFF test method/criteria and large-scale pool fire extinguishment performance; the small-scale MIL SPEC test method provides a factor of safety in terms of extinguishment performance. Any efforts to change the performance characteristics of the MIL SPEC should proceed with extreme caution. The MIL SPEC tests provide a reasonable screen method for alternative agents. Intermediate scale tests may have to be used for novel agents.

The effectiveness of commercially available, non alcohol, fire fighting foams is determined by using four published test methods. These methods are compared to evaluate the required foam characteristics, which include resistance to breakdown when in contact with hot surfaces, ability to control and extinguish fuel fires, sealability of the foam blanket, burnback resistance to contain reignited openings, and compatibility with fresh and salt water. The influence of gasoline and n-heptane as test fuels was studied. The test methods used are: Fire Research Note No. 1007 (FRN1007), by S.P. Benson, P.R. Bevan and J.G. Lorrie; Military Specification for Six-Percent Aqueous Film-Forming Foam (AFFF) Fire Extinguishing Agent for Fresh and Sea Water (MIL-F-24385); Underwriters Laboratories Inc. Standard for Air Foam Equipment and Liquid Concentrates (UL162); and Federal Specification for Mechanical Fire Extinguishing Foam Liquid (O-F-555C). To minimize the effects of ambient conditions, all tests are indoor-tests. In general AFFF foams had the best control and extinguishment times. Protein and fluoroprotein foam had the best burnback resistance. (Author).

At the request of Pacific Air Forces (PACAF), the Air Force Research Laboratory (AFRL) performed refractometry and extinguishment/burnback tests on samples of Ansulite and 3M aqueous film forming foam (AFFF) from an overseas air base. The Fire Chief at the air base was concerned about the effectiveness of the agent because of refractometry tests conducted on the foam concentrate and foam dilutions. AFRL used an Atago, Palette Series PR-32a Digital Refractometer to perform refractometry testing on fives samples. Each agent was mixed twice and three test were conducted with each agent/water mixture. Testing showed that even high end, calibrated digital refractometers produce varied results. After the refractometry testing was completed, two agents were chosen to conduct the Military Specification extinguishment and burnback. Results showed that both AFFF samples exceeded MIL-SPEC minimum requirements for extinguishment and burnback indicating that they maintain their fire fighting effectiveness.
