The position of public school superintendent has experienced both a redefinition and a rebirth in its criticality. With increased accountability due to the shifting public school "Back to Basics" educational perspective in the 1980s, the launch of the No Child Left Behind Act (NCLB) in 2001, and the signing of the Every Student Succeeds Act (ESSA) in 2015 by President Barack Obama, the role of superintendent has seen a shift from that of an organizational manager to that of an instructional leader. Much has been studied about the importance of the public school superintendent, particularly the challenge of superintendent retention. High turnover rates appear to contribute to the lack of continuity required to move an educational organization in the direction of its mission. One factor accounting for high turnover appears to be some superintendents' inability to build relationships with their school boards. This multi-case study/cross-case analysis examined why superintendents struggle to create and sustain significant relationships with their school boards. It explored the metacognitive processes of two superintendents, what factors contribute to their use of specific strategies, and how decisions relating to the strategies have been made. This study provides an important investigation into a topic that may offer greater understanding of ways to improve superintendency tenure, and how educational preparation and training programs for superintendents can be improved to equip superintendents with leadership skills to work collaboratively and constructively with school boards. Chief findings showed how the two superintendents in the study used strategies of relationships, management of ego, communication, educating the board, and politics to build and maintain relationships with their school board members. While the findings show these superintendents were mindful, thoughtful, and strategic, the data also indicate a linear, technical, and interpersonal connection between these superintendents' leadership and their board member relationships. The findings suggest ways to enhance superintendent leadership by having them focus on transformational leadership, adaptive leadership, and interactions with board members that affect the organizational system as a whole. Each of these is influenced by both superintendent and board member contextual understanding, political interplay, and organizational learning.

Superintendents of public school districts occupy positions of tremendous importance and influence (Sharp & Walter, 2004). In total, the nation's approximately 14,000 superintendents are responsible for the educational outcomes of nearly 55 million K-12 students (US Department of Education, 2009). Critical to the superintendent's ability to bring about and maintain positive change in a district is the quality of the relationship the superintendent upholds with the school board (Petersen & Fusarelli, 2001). This study sought to identify strategies that successful superintendents use to establish and maintain positive and productive relationships with their school boards. Successful superintendents in this study were defined as proactive and purposeful superintendents who have demonstrated the ability to get things done and move the school district forward in a coherent and positive direction. Following Brunner's (2000) methodology, a group of six award-winning current and former superintendents were recruited to serve as recommenders, selecting the two superintendents who participated in this study. In an effort to avoid exclusive reliance on superintendent self-perceptions, two school board members from each district were randomly selected to participate. Superintendents and school board members provided data through participation in one of two parallel semi-structured interviews. The results of this study indicated that successful superintendents ultimately sought to develop and maintain within their board an appropriate understanding of their role as board members. This study posed a second question, "What characteristics and attributes do governing board members find desirable in their superintendent?" Governing board members articulated a definitive need to be able to trust their superintendent. Superintendents in this study were acutely aware of this board member need. Governing board members articulated three primary superintendent traits that fostered and nurtured trust in their superintendent, including high-performance, strong communicative skills, and likeability of the superintendent. However, the development of trust was more a means to an end, than an end in itself. Superintendents used these traits to foster trust and ultimately to develop appropriate board member role understanding that focused board member attention and energy on policy objectives and away from administrative and managerial functions.

In 1987, Jacqueline Danzberger described school boards as the forgotten players. However, things have changed drastically for school boards over the past few years. No longer are school boards the forgotten players in school governance. Instead, school boards often find themselves in the center of controversies stemming from the intrusion of political partisanship into local governance structures which historically, and for the purposes of sustained democratic educational governance, were intentionally intended to be non-partisan elected boards. However, this is where many school boards find themselves today. The chapters in this volume address several key questions school board members are currently facing as they struggle to protect some of our country’s earliest guardrails of democracy; local control of schools. To be sure, school boards are no longer the forgotten players. Implications of this may be wide reaching and therefore deserve room in the current literature on educational governance. Volume II of the Research on the Superintendency series highlights recent research on school boards, local control, governance, and the superintendency. Each chapter is briefly described and the chapters are in a particular order that readers may wish to pay attention to as they enjoy the book. The first three chapters deal with local control in both rural and urban settings. The next two chapters are studies focused mainly on school boards and how their roles have shifted over the years followed by a chapter on the relationship between school boards and their superintendents within a regulatory environment and the level of stress it can bring to board members and superintendents. The final five chapters describe recent superintendent research that is closely linked to school governance or school board policies. We ask readers to juxtapose lessons learned in those five chapters to the role of school boards within the context of those chapters.
