The literature of Africa is dominated by accounts of crisis and gloom. But Thomas Bassett, a distinguished American geographer well known in the field of development, tells an unusual story of the growth of the cotton economy of West Africa. One of the few long-running success stories in African development, change was brought about by tens of thousands of small-scale peasant farmers. While the introduction of new strains of cotton in French West Africa was in part a result of agronomic research by French scientists, supported by an unusually efficient marketing structure, this is not a case of triumphant top-down 'planification'. Employing the case of Côte d'Ivoire, Professor Bassett shows agricultural intensification to result from the cumulative effect of decades of incremental changes in farming techniques and social organization. A significant contribution to the literature, the book demonstrates the need to consider the local and temporal dimensions of agricultural innovations. It brings into question many key assumptions that have influenced development policies during the twentieth century.

Excerpt from Cotton Situation: May 1963 The estimated sharp increase in carryover for August 1, 1963, reflects both a larger crop in the current season and a sharp decline in disappearance. Domestic mill consumption is expected to total about million bales in 1962-63, down bales from 1961 - 62, but about the same as in 1960 - 61. U. S. Cotton exports during the current season are not expected to exceed million bales. Down from the million in 1961-62, and the smallest since the million exported in 1958-59. The 1962 cotton crop of running bales, up from in 1961, was the largest since 1953, despite a harvested acre decline. The 1962 crop was larger than the 1961 crop because of a higher aver age yield per harvested acre - 457 pounds in 1962 com pared with 438 in 1961. The record-high yield was 466 pounds in 1958. The value of lint cotton from the 1962 crop totaled million, up slightly from the million for the 1961 crop, and the highest value since 1955. The value of lint was higher for the 1962 crop because of larger production; the farm price was down cents per pound from 1961. The average price received by farmers for all kinds of cotton from the 1962 crop to April 1, 1963, was cents per pound.
