With the fall of communism and the breakup of Yugoslavia, the successor states have faced a historic challenge to create separate, modern democracies from the ashes of the former authoritarian state. Central to the Croatian experience has been the issue of nationalism and whether the Croatian state should be defined as a citizens’ state (with members of all nationality groups treated as equal) or as a national state of the Croats (with a consequent privileging of Croatian culture and language, but also with a quota system for members of national minorities). Sabrina P. Ramet and Davorka Mati´c have gathered here a series of studies by important scholars to examine the development of Croatia in the aftermath of communism and the war that marred the transition. Sixteen scholars of the region discuss the values and institutions central to Croatia’s transformation from communism and toward liberal democracy. Croatia is well ahead of the curve. Experimental broadcasting via digital signals began in 2002, and the last analog television signals were switched off in September 2011. The country has the highest free-to-air digital terrestrial coverage in Europe, exceeding 99% of national territory, and it is the main television platform for the majority of the population. Television remains the dominant medium for both information and entertainment. However, the internet is the most trusted medium for news and information. Radio has experienced a marginal decline in listenership, but print media have been hit hardest by the global economic downturn and audience migration online. In the final analysis, this report finds that policy has been responsive to digitization and that the process has done much to democratize and pluralize Croatian media. It has not yet, however, neutralized the power of dominant media organizations, or indeed the influence wielded by political elites and advertisers. There is also evidence that in response to digitization, journalism across sectors has become increasingly tabloid and oriented towards soft news, and there are uncertainties as regards the sustainability of public interest media.

This collection brings together 13 papers by 16 authors presented at the international conference “Reporting on attacks on Dubrovnik and recognition of Croatia”, held in Dubrovnik, Croatia, in October 2011. It provides a combined scientific and practical overview of the role of the media and journalists during the attack on Dubrovnik in autumn 1991 by the federal army (JNA) and Montenegrin reservists. This book represents a primary source of information about the propaganda war waged during the conflict between Croatia and Serbia in 1991, because some of the contributors were practical journalists and ministers during the events of that year. The book is structured in three parts: global media, international relations, and strategic communication during wartime; the example of Dubrovnik, and the practices of wartime reporting from the Dubrovnik area; and media analysis on the subject of war in Dubrovnik and Croatia. In the first part, the book examines the impact of the attack on Dubrovnik and the recognition of Croatia by the international community, the strategic steps taken by the Croatian government in the media/propaganda war, and the role of the Diaspora in winning over the international public to favour the Croatian side. In the second part, the book examines the reporting practices used to cover the siege of Dubrovnik and the role of local and international journalists, non-governmental organisations and fixers. Special attention is devoted to the conflict which arises when professional journalistic standards and patriotism clash, particularly if the journalist is reporting from his own town and his own family is in danger. For the positive experience with tying progress in negotiations with progress in reform in Central and Eastern Europe, the European Union made its membership offer to the Western Balkans countries conditional on specific democratic principles, most notably (full) cooperation with the International Criminal Tribunal for the former Yugoslavia (ICTY). Yet, although EU membership is regarded as highly attractive both for political elites and the general public in the region, the erratic record of compliance with ICTY-related EU conditionality in Croatia since 2000 raises questions about the EU’s ability to provide for ‘rule transfer’ and ‘norm diffusion’ in the current enlargement round and poses a puzzle to scholars of international relations and EU enlargement alike. My findings suggest that EU conditionality was rather inconsistently applied toward Croatia. Two main conclusions can be made from this. First, individual member states have gained in influence over enlargement policy that leads to a more politicized use of the conditionality tool undermining its effectiveness. Second, it illustrates the need to place politics in time and to go beyond purely rationalist explanations.
