Schools that are most successful in engaging parents and other family members in support of their children's learning look beyond traditional definitions of parent involvement--parent teacher organizations or signing report cards--to a broader conception of supporting families in activities outside of school that can encourage their children's' learning. This idea book is intended to assist educators, parents, and policy makers as they develop school-family partnerships, identifying and describing successful strategies used by 20 local Title I programs. Following an executive summary, the book notes resources for involving families in education, includes research supporting such partnerships, and describes how Title I encourages partnerships. Next, the book describes successful local approaches to family involvement in education, organized around strategies for overcoming common barriers to family involvement, including: (1) overcoming time and resource constraints; (2) providing information and training to parents and school staff; (3) restructuring schools to support family involvement; (4) bridging school-family differences; and (5) tapping external supports for partnerships. Finally, the book presents conclusions about establishing and sustaining partnerships, noting that at the same time that successful partnerships share accountability, specific stakeholders must assume individual responsibility, and that those schools that succeed in involving large numbers of parents invest energy in finding solutions for problems, not excuses. Four appendices present profiles of 10 successful partnerships, descriptions in table format of 20 successful local approaches, contact information for profiled partnership programs, and resources for building successful partnerships. Working mothers, broken homes, poverty, racial or ethnic background, poorly educated parents—these are the usual reasons given for the academic problems of poor urban children. Reginald M. Clark contends, however, that such structural characteristics of families neither predict nor explain the wide variation in academic achievement among children. He emphasizes instead the total family life, stating that the most important indicators of academic potential are embedded in family culture. To support his contentions, Clark offers ten intimate portraits of Black families in Chicago. Visiting the homes of poor one- and two-parent families of high and low achievers, Clark made detailed observations on the quality of home life, noting how family habits and interactions affect school success and what characteristics of family life provide children with "school survival skills," a complex of behaviors, attitudes, and knowledge that are the essential elements in academic success. Clark's conclusions lead to exciting implications for educational policy. If school achievement is not dependent on family structure or income, parents can learn to inculcate school survival skills in their children. Clark offers specific suggestions and strategies for use by teachers, parents, school administrators, and social service policy makers, but his work will also find an audience in urban anthropology, family studies, and Black studies.

Western societies face many challenges. The growing inequality and the diminishing role of the welfare state and the rapid accumulation of the resources of a finite planet at the top 1% have made the world an inhospitable place to many families. Parents are left alone to deal with the big societal problems and reverse their impact on their children's educational achievement and life chances. The 'average' working family is sliding down the social ladder with a significant impact on children's learning and wellbeing. We now know that parental involvement with children's learning (although important in its own right) is not the primary mechanism through which poverty translates to underachievement and reduced social mobility. Far more relevant to children's learning and emotional wellbeing is their parents' income and educational qualifications. The mantra of 'what parents do matters' is hypocritical considering the strong influence that poverty has on parents and children. We can no longer argue that we live in a classless society, especially as it becomes clear that most governmental reforms are class based and affect poor families disproportionately. This report covers 66 studies, reviews, reports, analyses, and books. Of these 39 are new; 27 have been carried over from previous editions. An ERIC search was conducted to identify relevant studies. Noting that the most accurate predictor of student achievement is the extent to which the family is involved in his or her education, this report presents a collection of research papers on the function and importance of family to a student's achievement and education in school and the community. The research is divided into two categories: (1) studies on programs and interventions from early childhood through high school, including school policy; and (2) studies on family processes. The first category presents studies that evaluate or assess the effects of programs and other interventions, including early childhood and preschool programs and home visits for families with infants and toddlers, programs to help elementary and middle schools work more closely with families, and high school programs and community efforts to support families in providing wider opportunities for young people. The second category presents studies on the way that families behave and interact with their children, including the relationship between parent involvement and student achievement from the family perspective, characteristics of families as learning environments and their effects on student performance, and class and cultural mismatch. Two pages are devoted to each study. Each study is summarized; key elements of the program and important findings are presented. Major findings indicate that the family makes critical contributions to student achievement from the earliest childhood years through high school, and efforts to improve children's outcomes are much more effective when the family is actively involved.
