Il volume presenta i primi risultati di una ricerca sulla misurazione dell’impatto del teatro in carcere condotta presso la Casa di Reclusione di Milano-Opera. Se è ampiamente dimostrato che attività di questo tipo hanno un rilevante impatto sui detenuti e sulla qualità della loro esperienza detentiva non ci sono ancora metodologie condivise e significative pratiche di misurazione. Lo sviluppo e la diffusione di pratiche di misurazione è invece fondamentale per dare evidenza dei risultati di interventi e politiche pubbliche e supportare processi di cambiamento organizzativo. Negli ultimi anni in Italia si sta assistendo a un processo di trasformazione, in primis culturale, del sistema penitenziario, grazie ad una rinnovata attenzione al tema carcere sollecitata dalla Corte Europea dei Diritti dell’Uomo. In questo contesto le attività-artistico creative, e il teatro in particolare, possono essere il driver di questo cambiamento. L’impatto di queste attività nelle carceri è infatti rilevante non solo per i detenuti direttamente coinvolti ma per l’organizzazione di tutto il sistema penitenziario. L’esperienza ha dimostrato l’alto valore educativo di attività che sviluppano una nuova consapevolezza di sé, che ricostruiscono l’autostima e la fiducia in se stessi e responsabilizzano le persone. Ma allo stesso tempo queste attività gettano un ponte verso l'esterno, attraverso la realizzazione di opere e spettacoli che mutano positivamente la relazione del detenuto con la comunità.

Currently, Japan has the highest old-age dependency ratio of all OECD countries, with a ratio in 2017 of over 50 persons aged 65 and above for every 100 persons aged 20 to 64. This ratio is projected to rise to 79 per hundred in 2050. The rapid population ageing in Japan is a major challenge for achieving further increases in living standards and ensuring the financial sustainability of public social expenditure. However, with the right policies in place, there is an opportunity to cope with this challenge by extending working lives and making better use of older workers' knowledge and skills. This report investigates policy issues and discusses actions to retain and incentivise the elderly to work more by further reforming retirement policies and seniority-wages, investing in skills to improve productivity and keeping up with labour market changes through training policy, and ensuring good working conditions for better health with tackling long-hours working culture.

Since the 1990s, the world has entered a new phase of globalisation. Information and communication technology, trade liberalisation and lower transport costs have enabled firms and countries to fragment the production process into global value chains (GVCs). Many products are now designed in one country and assembled in another country from parts manufactured in several countries. Thirty percent of the value of exports of OECD countries comes from abroad. In this new context, GVCs and skills are more closely interrelated than ever. Skills play a key role in determining countries’ comparative advantages in GVCs. A lot of the opportunities and challenges brought about by GVCs are being affected by countries’ skills. The OECD Skills Outlook 2017 shows how countries can make the most of global value chains, socially and economically, by investing in the skills of their populations. Applying a “whole of government” approach is crucial. Countries need to develop a consistent set of skills-related policies such as education, employment protection legislation, and migration policies, in coordination with trade and innovation policies. This report presents new analyses based on the Survey of Adult Skills and the Trade in Value Added Database. It also explains what countries would need to do to specialise in technologically advanced industries.
