Because of altered investment priorities, policymakers in socialist countries can no longer increase the resources devoted to agriculture as they have in the past. Instead, they must seek alternative means of improving agricultural performance. One approach has been to change the structure of socialist agriculture and to foster organizational changes within agricultural units. The contributors to this volume evaluate such reforms and weigh their implications for agricultural output and trade. The first study in the Western world to compare the relationship between food and politics in the countries of Eastern Europe, this book views the current food revolution as part of the modernization process. Robert Deutsch argues that the communist leaders in the Comecon countries increasingly link political stability and preservation of power to the problem of satisfying consumer demand. He also assesses the various social forces that have brought about the food revolution. The most important is the expanded working class, which is no longer willing to defer consumer demands to a hypothetical communist future. The CMEA countries thus face the dilemma of either gradually liberalizing their economies in order to meet growing consumer demands or resorting to repression. Neither of these options promises a long-term solution for implementing economic policies prescribed by Marxist-Leninist doctrine. Robert Deutsch presents case studies of Hungary, Bulgaria, and the German Democratic Republic as examples of the "relative success" of economic reforms. To a greater or lesser extent, these countries have opted for economic decentralization by liberalizing private ownership and pricing policy and by integrating planning with market-oriented concepts. The author compares this with the economic problems of the Soviet Union, Poland, Romania, and Czechoslovakia. The study is enhanced by an exhaustive bibliography, arranged topically and drawn from the specialized literature in several languages.

The rural reforms in many post-soviet countries produced a number of unintended consequences. The reforms were guided by ideals of romanticized society of family farmers; they were to be the basis of the rural middle-class, together with owners of non-agricultural SMEâ (TM)s, acting as guardians of democracy and common good. The guidelines were set by advisers from World Bank and IMF, who preferred family farms or individual farms over the collective enterprises. In most countries the result was nothing like those envisaged by reformers. Instead of efficient and productive family farms, the result was almost complete de-capitalization of agriculture and collapse of production. The reform was destructive not only as far as production is concerned, but more importantly to rural communities. Social ties, which were based on the collective farm as the main economic and social resource for local community, were eroded. Only from the turn of this decade some early stages have been visible of new developments in economic and social life in post-socialist rural areas. The result is that now, more than fifteen years since the beginning of agricultural reforms, the key agricultural producers in Russia, Baltic countries and elsewhere are very large capitalist farms or large agricultural holding companies. This anthology is based on the presentations given at the 5th Aleksanteri Conference 10 â " 11 November 2005 in Helsinki, Finland, and it is devoted to the analysis of some of these issues. The volume is divided into two parts, in the first part the focus is on the patterns and problems of transformation of post-socialist agriculture and agricultural policies while the second part is focuses mainly on efforts to revitalize rural communities and issues of local development.
