Abstract: Are Farm to School Programs being utilized by communities as a component of agricultural sustainability? This initial question led to a larger inquiry as to what agricultural sustainability tools communities are incorporating, with Farm to School Programs as a component, and what roles, or potential roles, planners are playing in program creation and implementation. A literature review of the current food system, sustainability threats imbedded within the system, and the potential for local food system planning, specifically Farm to School Programs, to overcome these threats provided a framework for research on the agricultural sustainability tools being planned for within communities and roles planners may be playing in program creation and implementation. Two surveys, one to planners in communities whose mayor voluntarily signed the U.S. Mayors' Climate Action Plan Agreement and one to planners in communities with a known Farm to School Program, were implemented to answer the posed research questions. Findings indicated that while the American Planning Association is advocating food system planning and agricultural sustainability, many communities are still not implementing these practices. Farm to School Programs are not widely planned for specifically, but some communities are incorporating agricultural tools that indirectly help to create and sustain the programs. These tools may provide the needed support for future inclusion of the programs within a planning document.

Farm to school (FTS) is a popular educational movement in the U.S. that engages students in experiential learning activities such as taste tests of local produce, food and garden-based education, and related activities connected to K-12 curriculum. FTS has been shown to have positive program outcomes such as modestly improving childhood nutrition (Berezowitz et al. 2015) and fostering environmental stewardship (Blair 2009). FTS has also been critiqued as ultimately not addressing the underlying causes of food insecurity (Allen and Guthman 2006). This thesis aims to strike middle ground between the celebration and social critique of FTS through ethnographic research that examines an FTS program at Hickory Middle School. This research characterizes how FTS 1) contributes to a collaborative learning environment and collective responsibility; 2) affects how students think about "healthy eating"; and 3) influences how students think about the three pillars of sustainability.

Improving the nutritional value of school meals is a growing priority among school systems across the United States. To assist in this effort, the USDA's Cooperative State Research, Education, and Extension Service (CSREES) funded a coalition, which developed a new program called "From Farm to School: Improving Small Farm Viability and School Meals." The project initiated the collaborative framework that helped establish the National Farm to School Network with organizations in more than 38 states to support the expansion of regionally and locally appropriate farm to school models. Farm to school programs connect schools with local farms to improve the nutrition of school meals, provide agriculture and health education, and support local farmers. The project has been a catalyst to start farm to school programs to address the diet-related child health issues while supporting small and medium-scale farmers. The program allows schools to buy and feature farm fresh foods, such as fruits and vegetables, eggs, honey, meat, and beans on their school lunch menus. A nutrition-based curriculum was incorporated into the schools, educating students through farm visits, gardening and recycling programs. In addition to providing a new market to increase farmers' revenue, the program connected farmers to their community through participation in programs designed to educate kids about local food and sustainable agriculture. During the project period, the number of farm to school programs expanded from six pilot districts to more than 400 programs across the nation in 2004. Currently, more than 1,000 programs are operational in 38 states. Policy changes in the 2004 Child Nutrition and Women, Infants and Children Reauthorization Act have incorporated the provisions supportive of these programs. More than 16 states have passed legislation to support farm to school programs with pending bills. Food security is a prevalent issue across Canada. Programs such as Farm to School B.C., work towards providing food literacy education in schools and supporting school meal programs. However, the COVID-19 pandemic challenged the continuance of school food programming, especially when schools were forced to close and reduced in person operations to transition to online modes of teaching. This study seeks to better understand how the COVID-19 pandemic exposes the gaps in the food system through assessing its impacts on Farm to School B.C. programming. Understanding the challenges and opportunities that resulted from the pandemic are crucial for understanding how we can better prepare for future emergencies. The findings will assist planners and policymakers in their efforts to support food security and strengthen food systems resiliency for students and communities across British Columbia.
