Virtually every analysis of U.S. scientific and technical activity uses as its foundation the data on Federal research and development (R&D) spending collected through the National Science Foundation (NSF) and the Office of Management and Budget (OMB) surveys of Federal agencies. The data are used by government, academia, industry, and a host of nonprofit analytical and advocacy groups as the primary source of information about Federal spending on R&D. These data are also used by Federal agencies, the White House, and Congress as the basis for making budgetary and policy decisions about the Federal R&D enterprise. As a recent National Academies (2010) report states, the data are "used to reach conclusions about important and fundamental policy questions, such as whether a given field of research is being adequately funded, whether funding is balanced among fields, whether deficiencies in funding may be contributing to a loss of U.S. scientific competitiveness, and which agencies are most important for the health of a scientific discipline."

The National Science and Technology Council (NSTC) Committee on STEM Education (CoSTEM) coordinates Federal programs and activities in support of STEM (science, technology, engineering and mathematics) education pursuant to the requirements of Sec. 101 of the America COMPETES (Creating Opportunities to Meaningfully Promote Excellence in Technology Education and Science) Reauthorization Act of 2010. The responsibilities of the CoSTEM cover education and workforce policy issues and research and development efforts that focus on STEM education issues at the Pre-K-12, undergraduate, graduate, and lifelong learning levels, as well as current and projected STEM workforce needs, trends, and issues. The three functions of the CoSTEM are to review Federal STEM education activities and programs and the respective assessments of each; coordinate, with the Office of Management and Budget, STEM education activities and programs throughout Federal agencies; and develop and implement through the participating agencies a 5-year STEM education strategic plan, to be updated every 5 years. This report details the results of the initial CoSTEM inventory of Federal STEM education investments. The Fast-Track Action Committee on Federal Investment in STEM Education was chartered to develop the inventory process, analyze the inventory results, and draft the inventory report with the oversight of the CoSTEM. The membership of the fast-track action committee included representatives from the same 11 Federal agencies that comprise the CoSTEM. This report includes detailed information on STEM education investments in order to identify duplication, overlap, and fragmentation in the Federal STEM education portfolio, illustrate distinct characteristics of investments, identify areas of potential synergy across and within agencies, support the sharing of effective STEM education strategies and evaluation techniques, increase awareness of education investments within and across Federal agencies, and support the development of a Federal five-year strategic STEM education plan. Appended are: (1) List of Investments; (2) Agency Details; (3) Supplementary Figures and Tables; (4) NSTC Inventory Survey; and (5) Glossary. (Contains 46 figures, 30 tables, 1 box and 30 footnotes.).

The asylum system is overburdened and under severe pressure. The backlog of asylum cases that should have been cleared by 2011 has reached 32,600, with some people waiting up to 16 years for a decision. Thousands appear to be living in a sub-standard level of housing as part of the COMPASS contract supplied by the private contractors G4S, Serco and Clearel. These companies must be held accountable. The quality of decision making is also of great concern as 30% of appeals against initial decisions were allowed in 2012. The impact of decisions are grave - if asylum is not granted when it should be then the UK is failing to protect a vulnerable person. If asylum is granted when it is not deserved then the UK may well end up harbouring war criminals and terrorists. Those who apply for asylum should be checked against national and international law enforcement agency and security databases to ensure that we are not harbouring those who intend us harm. The Home Secretary has to give assurance that any anomalies in the process, which have allowed decisions such as this to take place, are addressed immediately. The are also oncerns about the level of support available to those who seek asylum in the UK. The Immigration and Asylum Act 1999 section 4, which provides a reduced support system for asylum seekers who had had their claim refused but were unable to return to their country of origin through reasons that were no fault of theirs, is not a solution.
