By age 30, between 68 and 75 percent of young men in the United States, with only a high school degree or less, are fathers. This volume provides practical, policy-driven strategies to address the national epidemic of disadvantaged young fathers and the challenges they face in raising and supporting their children. National experts discuss the issues of immediate concern to those working to reconnect disengaged dads to their children and improve child and family economic and emotional well-being. Each chapter was presented at a working conference organized by Institute for Research on Poverty director, Tim Smeeding (University of Wisconsin–Madison), in coordination with the Columbia University School of Social Work's Center for Research on Fathers, Children, and Family Well-Being, directed by Ronald Mincy, and the Columbia Population Research Center, directed by Irwin Garfinkel. The conference brought together scholars, many in public policy, to examine strategies for reducing barriers to marriage and fathers' involvement, designing child support and other public policies to encourage the involvement of fathers, and addressing fathers who have multiple child support responsibilities. "The norms and expectations of father involvement have changed rapidly within one to two generations. Socially and economically marginalized fathers are being exposed to these messages through popular culture and the media, in state welfare, child protection, prisons, and probation offices, as well as in child support and family courts. Moreover, they are being told that it is up to them to make better choices, to get themselves together, and to be involved fathers. Based on life history interviews with 138 low-income fathers, Black and Keyes show that fathers have internalized these messages and sound determined. After all, there is social worth in fatherhood, hope for creating meaningful lives or new beginnings, the fantasy of leaving something of value behind in the world, and a stake in resisting stigmatizing labels like the deadbeat dad. Most will, however, fall short for several reasons: first, while the expectations for father involvement were increasing, state and economic support for low income families was decreasing; second, vulnerable fathers often lack viable models to guide them; third, living in dangerous neighborhoods compromises fatherhood and leaves fathers at odds with dominant institutional narratives about being nurturing fathers, and fourth, the dark side of poverty, inscribed on bodies and minds, leaves some struggling with childhood traumas and unhealthy routines to mitigate or numb these painful developmental disruptions. Consequently, the authors assert that without transformative economic, political and social change that would facilitate and support engaged and nurturing fatherhood, these fathers are being "set-up.""--

This book develops a new sociology of the intergenerational and longitudinal dynamics of men’s family participation in relation to their trajectories through poverty. By addressing the ostensible absence of men from low-income families in existing literature and policy, the authors interrogate the interconnectedness of poverty, family, and place while paying explicit attention to the trajectories of men through and across low-income families and localities. Through qualitative secondary analysis of four linked datasets from research within low-income families over a twenty-year period, Hughes and Tarrant argue that there is much to be gained from examining both men’s accounts of family and poverty across the lifecourse and the accounts of men experiencing family poverty. In so doing, they develop a new theoretical family lifecourse framework that accounts for the dynamic and place-based character of poverty and its implication for families. Thus, the book foregrounds the development of a more comprehensive sociology of family poverty.

Maligned as "deadbeat dads" or sexually and financially irresponsible inner-city fathers and overlooked in discussions of poverty and family policy, economically vulnerable nonresident fathers are a greatly misunderstood population. Failing Our Fathers summarizes the most recent quantitative and qualitative research, and undertakes new analyses to fill in important gaps, to produce a comprehensive picture of who these fathers are, what types of relationships they have with their families and children, and the challenges they face meeting what their loved ones and taxpayers expect from them. The great majority of these men see their children on a regular basis, despite the financial, legal, and extra-legal barriers they face. Besides requiring fathers to support their children, we must enable them to do so by supplementing their earnings and supporting their co-parenting, in ways that parallel how we require and enable vulnerable single mothers to support their children. The book lays out specific reforms required to achieve this goal as well as tips for those resources for economically vulnerable nonresident fathers.
