The study described in this report was carried out to determine the potential impact that fatigue may have on aircraft maintenance tasks. The study examined the cognitive & physical components of aircraft maintenance tasks, their susceptibility to the effects of fatigue, and the potential relative risk that fatigue poses to system safety. Study methodology included a review of relevant literature, a review & analysis of aircraft maintenance tasks, and collection of task data via observations & interviews of aircraft maintenance engineers, aircraft technicians, and apprentices at the maintenance facilities of a major airline. Tasks analyzed included inspection, troubleshooting, disassembly & reassembly, repair, testing, calibration, lubrication, documentation, cleaning, communications with other trades, and operation of hoist & transport equipment. Results presented indicate the magnitude of the relative risk of fatigue among different aircraft maintenance jobs. Human factors involved in maintenance errors and measures to counteract fatigue risk are discussed. Appendices include event trees that show various scenarios for critical maintenance tasks.

There are approximately 4,000 fatalities in crashes involving trucks and buses in the United States each year. Though estimates are wide-ranging, possibly 10 to 20 percent of these crashes might have involved fatigued drivers. The stresses associated with their particular jobs (irregular schedules, etc.) and the lifestyle that many truck and bus drivers lead, puts them at substantial risk for insufficient sleep and for developing short- and long-term health problems. Commercial Motor Vehicle Driver Fatigue, Long-Term Health and Highway Safety assesses the state of knowledge about the relationship of such factors as hours of driving, hours on duty, and periods of rest to the fatigue experienced by truck and bus drivers while driving and the implications for the safe operation of their vehicles. This report evaluates the relationship of these factors to drivers' health over the longer term, and identifies improvements in data and research methods that can lead to better understanding in both areas.

Airports, like hospitals, never close, and, as such, healthcare providers and aviation professionals operate under a distinctive but shared set of circumstances. As a result, long and intensive shifts are common, sleep deprivation and fatigue are widespread. Fatigue is an unavoidable consequence of modern airline operations due to shift work and crew duties which invariably are associated with some sleep disruption. There is a large variation between individuals in their ability to cope with sleep disruption and jet lag. In section sixteen, the Health and Safety Work Act 2015 (HSWA) recognises fatigue as a hazard implying that the Person Conducting a Business or Undertaking (PCBU) must manage it. For the civil aviation system, the International Civil Aviation Organisation (ICAO) has set the fundamental standards for fatigue risk management (FRM). Nationally, the Civil Aviation Authority (CAA) is the workplace health and safety regulator under HSWA.

"This paper represents a comprehensive review of the literature available on individual fatigue management. Analysis of recently collected data in Australia introduces the end of the standard working week of 35-40 hours for a majority of full-time employees. The research has shown that the introduction of extended work hours or 12 hour shifts has been focused on improved productivity by employers whilst in many cases been from requests of employees, hence an increased requirement to generate energy towards the transfer of information relating to fatigue management. Employer legislative obligations are discussed focussing on "Duty of Care" responsibilities to provide and maintain safe systems of work, provision of information{u00AD} training- instruction-supervision, monitoring and recording health of employees, reporting of accidents/incidents and a participative approach to health and safety issues. A review of modem sleep research has identified stressors caused by shiftwork, to impact on the body's circadian system, to influence sleep disruption and to create disturbances in domestic and social circles. The signs and symptoms of fatigue are discussed with strategies proposed for individual and operational consideration to effect countermeasures in the management of fatigue related issues through a pro-active approach. This paper discusses both the special characteristics and needs of organisations and industries that operate outside of the traditional standard working week. Contemporary research nominates the use of risk management approaches to develop policies to address issues relating to the effects of hours of work. The method of assessing risk will vary according to the nature of hazards and the industry in which they are found. To be consistent with the philosophy and approach of current Occupational Health and Safety law, hazard identification, risk assessment and risk control models are to be included in such policies .
