The purpose of this study is twofold: to obtain greater insight into the factors that directly affect the use of the 2 official languages in the workplace and the nature of the challenges faced by Anglophones and Francophones with careers in the federal administration; and to identify the essential components of a workplace that respects the language rights of its employees, with a view to fostering the harmonious co-existence of both official languages on a daily basis. The study included a survey of federal public servants in Quebec; a survey of anglophone and francophone employees working at the head offices of 8 Crown corporations located in bilingual regions; and focus groups in the National Capital Region and Montreal.

Il y a maintenant 50 ans, la Commission royale d’enquête sur le bilinguisme et le biculturalisme publiait son rapport final. Fruit de recherches innovantes et de consultations publiques dans tout le pays, truffé de données et de concepts, celui-ci traçait la route pour l’établissement d’une politique cohérente de bilinguisme officiel, qui allait changer profondément et durablement le visage du Canada. À la volonté d’affirmer le caractère officiellement bilingue du pays s’est greffée celle, non moins persistante, de faire du français la langue commune des Québécois. Cet ouvrage jette un regard critique sur le contenu et les conséquences du rapport. Il résulte de la tenue en 2013, un peu partout au pays, d’une série de conférences explorant l’impact de ces travaux. On y retrouve donc des analyses portant sur le processus de la Commission, sur ses principaux acteurs ainsi que sur le contenu particulier de certains volumes du rapport. Le livre se présente en trois parties : en premier lieu, les progrès accomplis depuis la parution du rapport et les défis à surmonter tels qu’ils sont appréhendés par les contributeurs, ce qui ne cesse pas de provoquer des débats; dans une deuxième partie, des analyses et des études portant sur des problématiques abordées par la Commission, pour vérifier le chemin parcouru depuis; et enfin, des témoignages, dont une conversation fascinante entre le premier commissaire aux langues officielles, M. Keith Spicer, et le commissaire en poste au moment de la parution de l’ouvrage, M. Graham Fraser. À la fois politique, érudit et mémoriel, ce livre saura captiver toute personne qui s’intéresse aux débats linguistiques au Canada et dans le monde. Il apporte une contribution originale et précieuse à l’étude d’un moment fondateur de l’évolution du Canada.
