This article outlines key insights from a research project investigating tolerance of ambiguity (TOA) in project managers, funded by the Project Management Institute. The main objective of this project was to explore how project managers experience and deal with ambiguous situations in their projects. Three separate but interrelated studies were conducted: (1) to identify types of ambiguous situations in projects, (2) to explore how project managers experience and deal with ambiguous situations, and (3) to examine individual, organizational, and situational conditions affecting TOA. A mixed methods approach was used to collect and analyze qualitative and quantitative data from project managers using interviews and a longitudinal survey. The key outcomes from this research project include: (1) a catalog of ambiguous situations in projects, (2) greater insights into individual, organizational, and situational conditions affecting TOA, and (3) a training program, which provides tools, recommendations, and actionable strategies to assist project managers in dealing with complexities and ambiguities in their projects

Although immigration is considered the responsibility and authority of the federal government, there is no clear federal policy regarding undocumented students and higher education. This leaves the power to regulate undocumented students in higher education to state governments. In Virginia, there is no specific, state-wide policy that addresses undocumented students and admission and enrollment in public higher education. Because of this, policies and practices related to the admission and enrollment of undocumented students are created at the university level. There is, however, state policy in Virginia related to legal immigration status and eligibility for in-state tuition. This creates a complex dynamic in which immigration-related practices, which are legally regulated on the federal level, are actually determined on the state and institutional level. Through interviews with admissions professionals at 12 Virginia, public 4-year colleges and universities, this research study uses a descriptive qualitative case study to explore the application of institution level undergraduate policies and practices related to undocumented students. The findings suggest that of the 12 institutions, five knowingly enroll undocumented students; six admit undocumented students but do not knowingly enroll undocumented students; and one institution does not admit or enroll undocumented students. None of the schools offers in-state tuition to undocumented students. Seven themes emerged from the 12 interviews, and these themes are grouped into two categories. The themes in the first category relate to the experiences of undocumented students and include funding challenges, fear, lack of knowledge of higher education processes, and post-graduation challenges. The themes in the second category are related to policy and practice, and the professionals who create and implement those policies and practices. The themes that emerged in this category are changing demographics, ambiguity, and professional and personal values. These themes are interpreted and discussed through the theoretical frameworks of administrative discretion and wicked problems. Recommendations for future research are provided.

This is a time of far-reaching change and debate in American education and social policy, spurred in part by a rediscovery that civil-society institutions are often better than government at meeting human needs. As Charles Glenn shows in this book, faith-based schools and social agencies have been particularly effective, especially in meeting the needs of the most vulnerable. However, many oppose providing public funds for religious institutions, either on the grounds that it would threaten the constitutional separation of church and state or from concern it might dilute or secularize the distinctive character of the institutions themselves. Glenn tackles these arguments head on. He builds a uniquely comprehensive and persuasive case for faith-based organizations playing a far more active role in American schools and social agencies. And, most importantly, he shows that they could do so both while receiving public funds and while striking a workable balance between accountability and autonomy. Glenn is ideally placed to make this argument. A leading expert on international education policies, he was for many years the director of urban education and civil rights for the Massachusetts Department of Education, and also serves as an Associate Minister of inner-city churches in Boston. Glenn draws on all his varied experience here as he reviews the policies and practices of governments in the United States and Europe as they have worked with faith-based schools and also with such social agencies as the Salvation Army and Teen Challenge. He seeks to answer key theoretical and practical questions: Why should government make greater use of faith-based providers? How could they do so without violating First Amendment limits? What working relationships protect the goals and standards both of government and of the organizations that the government funds? Glenn shows that, with appropriate forms of accountability and a strong commitment to a distinctive vision of service, faith-based organizations can collaborate safely with government, to their mutual benefit and that of those they serve. This is a major contribution to one of the most important topics in political and social debate today.

In An Engine, Not a Camera, Donald MacKenzie argues that the emergence of modern economic theories of finance affected financial markets in fundamental ways. These new, Nobel Prize-winning theories, based on elegant mathematical models of markets, were not simply external analyses but intrinsic parts of economic processes. Paraphrasing Milton Friedman, MacKenzie says that economic models are an engine of inquiry rather than a camera to reproduce empirical facts. More than that, the emergence of an authoritative theory of financial markets altered those markets fundamentally. For example, in 1970, there was almost no trading in financial derivatives such as "futures." By June of 2004, derivatives contracts totaling $273 trillion were outstanding worldwide. MacKenzie suggests that this growth could never have happened without the development of theories that gave derivatives legitimacy and explained their complexities. MacKenzie examines the role played by finance theory in the two most serious crises to hit the world's financial markets in recent years: the stock market crash of 1987 and the market turmoil that engulfed the hedge fund Long-Term Capital Management in 1998.
