Pluralismus, im Gegensatz zu Monismus oder Totalitarismus enthält für den Großteil der Menschen positive Konnotationen; er wird assoziiert mit Freiheit, Opposition, Vielfalt der Meinungen und der Möglichkeit der Einflussnahme aller Bürger. Nichtsdestotrotz wurde, verstärkt in den Siebziger Jahren des vorigen Jahrhunderts durch die Generation der Neuen Linken, Kritik laut an diesem Konzept der Toleranz. Die Ansatzpunkte der Kritiker waren zahlreich und reichten vom Vorwurf der Elitenherrschaft und der Oligarchisierung bis zu einer Diskreditierung des Pluralismus als Instrument zur Verschleierung der Kapitalherrschaft.1 Viele dieser Ansätze sind heute entweder nicht mehr in der Diskussion, widerlegt oder von der Wirklichkeit eingeholt worden. Einige Kritikpunkte sind jedoch heute noch aktuell und sollten auch im modernen Diskurs nicht ignoriert werden. Der wichtigste und stichhaltigste unter ihnen ist der Vorwurf der mangelnden Chancengleichheit der Interessen, dem ich mich in dieser Arbeit widmen werde. Noch heute haben im pluralistischen System der Willensbildung nicht alle Interessen die gleichen Chancen, Berücksichtigung zu finden, noch immer sind es Minderheiteninteressen am Rande der Gesellschaft, wie die Bedürfnisse Arbeitsloser, oder allgemeine Interessen, wie Gesundheit oder Umweltschutz, die in den Mühlen der politischen Entscheidungsfindung untergehen und in der Auseinandersetzung mit den Interessenvertretungen der organisierten Großindustrie den Kürzeren ziehen. Insofern ist es auch dreißig Jahre nach Formulierung der Kritik noch sinnvoll, sich mit diesem Thema auseinanderzusetzen. In diesem Zusammenhang werde ich mich schwerpunktmäßig mit der Kritik des deutschen Theoretikers Claus Offe beschäftigen, aber auch die Pluralismuskritik des amerikanischen Philosophen Robert Paul Wolff in die Analyse mit einbeziehen. Das Thema füllt insofern einen wichtigen Platz im Kontext einer Veranstaltung über Repräsentationstheorien aus, als die pluralistische Vertretung durch Interessengruppen die wichtigste Form der Repräsentation gesellschaftlicher Interessen im politischen Prozess darstellt.
