Dort debattierten Unternehmer, Missionarsvertreter und Koloniallobbyisten die Prioritäten der deutschen Kolonialpolitik. Dabei dominierten eindeutig wirtschaftliche und machtpolitische Interessen. Hartmut Pogge von Strandmann stellt erstmals den Kolonialrat ins Zentrum einer wissenschaftlichen Untersuchung und analysiert auf der Basis bisher nicht ausgewerteten Quellenmaterials die Auseinandersetzungen und Entscheidungen dieses für die Kolonialpolitik wichtigsten Beratergremiums. Mit seiner Studie beantwortet der Autor die bisher nicht behandelte Frage, was der eigentliche Zweck des deutschen Kolonialismus gewesen ist.

Damit wird eine schriftliche Form der Kolonialmedizin – die deutsche Darstellung der chinesischen Medizin in der Kolonialzeit – aufgezeigt. Diese Darstellung der chinesischen Medizin war häufig keine rein medizinische Frage, sondern stand darüber hinaus in Verbindung mit der damaligen Einstellung zu ihrer Kultur. So leistet die Studie auch einen Beitrag für die weitergehende Erforschung des deutschen Chinabildes und bietet dem heutigen Wissensstand zur chinesischen Medizin eine andere Perspektive.
