Mexico has failed to achieve internal security and poses a serious threat to its neighbors. This volume takes us inside the Mexican state to explain the failure there, but also reaches out to assess the impact of Mexico’s security failure beyond its borders. The key innovative idea of the book—security failure—brings these perspectives together on an intermestic level of analysis. It is a view that runs counter to the standard emphasis on the external, trans-national nature of criminal threats to a largely inert state. Examines the challenges of environmental governance in contemporary North America. What are the most important transnational governance arrangements for environmental policy in North America? Has their proliferation facilitated a transition towards integrated continental environmental policy, and if so, to what degree is this integration irreversible? These governance arrangements are diverse and evolving, consisting of binational and trinational organizations created decades ago by treaties and groups of stakeholders—with varying degrees of formalization—who work together to address issues that no single country can alone. Together they provide leadership in numerous areas of environmental concern, including invasive species, energy efficiency, water, and terrestrial and aquatic wildlife. This book explores these arrangements, examining features such as stakeholder inclusion, organizational activities and functions, and issue comprehensiveness. Overall, the contributors report an underdeveloped policy architecture consisting of fragmented regional transnational networks of stakeholders and underfunded binational and trinational organizations. They also show evidence of substantial policy entrepreneurship and a vibrant informal underbelly to North American environmental governance, which will be vital in the challenging days ahead. Owen Temby is Assistant Professor of Political Science at the University of Texas Rio Grande Valley. Peter Stoett is Dean of Social Science and Humanities at the University of Ontario Institute of Technology. He has written several books, including Global Ecopolitics: Crisis, Governance, and Justice.

In Cruel Modernity, Jean Franco examines the conditions under which extreme cruelty became the instrument of armies, governments, rebels, and rogue groups in Latin America. She seeks to understand how extreme cruelty came to be practiced in many parts of the continent over the last eighty years and how its causes differ from the conditions that brought about the Holocaust, which is generally the atrocity against which the horror of others is measured. In Latin America, torturers and the perpetrators of atrocity were not only trained in cruelty but often provided their own rationales for engaging in it. When "draining the sea" to eliminate the support for rebel groups gave license to eliminate entire families, the rape, torture, and slaughter of women dramatized festering misogyny and long-standing racial discrimination accounted for high death tolls in Peru and Guatemala. In the drug wars, cruelty has become routine as tortured bodies serve as messages directed to rival gangs. Franco draws on human-rights documents, memoirs, testimonials, novels, and films, as well as photographs and art works, to explore not only cruel acts but the discriminatory thinking that made them possible, their long-term effects, the precariousness of memory, and the pathos of survival.

This book discusses and theorizes Achille Mbembe’s necropolitics, the politics of death, in the specific context of North America. It works to characterize and analyze the particularities and relational differences of American and Canadian necropowers vis-à-vis their devices, subjectivities, necroempowered subjects, and production of spaces of death in their geographical and symbolic borderlands with the Third World: the US-Mexico border, indigenous lands, migrant and Black-American neighborhoods, and resource rich geographies. North American necropowers not only profit from death, but also conduct disposable populations to death throughout the region. The volume proposes a postcolonial perspective that characterizes the political power of North America as a necropower—or the sovereign power to make die. Each chapter therefore theorizes and analyzes the specificities of necropower, examining different necropolitics that range from asylum and migration restrictions to the economic exploitation and abandonment of deprived populations and policing of ethnic minorities, in particular Mexican immigrants, indigenous peoples, and African American communities.

Background: The Fast and Furious operation was responsible for allowing approximately 2,000 firearms to illegally flow into the hands of criminals, including Mexican drug cartel associates. On December 14, 2010, Customs and Border Patrol Agent Brian Terry, a United States Marine, was killed while on patrol just miles from the Mexican border. The firearms found at the scene were semi-automatic rifles that were allowed to walk as part of Operation Fast and Furious. Congressional Republicans have investigated Fast and Furious since January 2011. As we move deeper into the twenty-first century, the forces of globalisation continue to transform both the spaces around international borders, and the social processes, cultural practices, economies, and political dynamics within and between these spaces. The geographies of border regions have undergone a dramatic transformation over the last half century; nation-state boundaries growing ever more porous in many (though not all) areas of the planet. Global trade has become an accepted norm in business transactions almost everywhere. Coupled with the revolution in digital technology, the era of globalisation promises to continue to challenge old ideas, with new approaches to understanding international boundaries and the regions they impact. All of the chapters in this book, mainly drawn from the US-Mexico border (with comparisons to Europe), speak to the ways in which border regions have become important places in their own right, spaces where people live, work, and create art, where corporations invest, where crimes occur, and where security remains a concern. They are, therefore, spaces that need to be better understood and managed, especially in light of the cross-national and global forces impinging upon them. This book was originally published as a special issue of Global Society.
