Rural women comprised the largest part of the adult population of Texas until 1940 and in the American South until 1960. On the cotton farms of Central Texas, women's labor was essential. In addition to working untold hours in the fields, women shouldered most family responsibilities: keeping house, sewing clothing, cultivating and cooking food, and bearing and raising children. But despite their contributions to the southern agricultural economy, rural women's stories have remained largely untold. Using oral history interviews and written memoirs, Rebecca Sharpless weaves a moving account of women's lives on Texas cotton farms. She examines how women from varying ethnic backgrounds--German, Czech, African American, Mexican, and Anglo-American--coped with difficult circumstances. The food they cooked, the houses they kept, the ways in which they balanced field work with housework, all yield insights into the twentieth-century South. And though rural women's lives were filled with routines, many of which were undone almost as soon as they were done, each of their actions was laden with importance, says Sharpless, for the welfare of a woman's entire family depended heavily upon her efforts.

This collection of ten original studies covers a wide range of issues related to the regional distinctiveness of welfare provision in the South and the development of the larger federal welfare state. The studies examine New Deal and Great Society programs from the Works Progress Administration and Civilian Conservation Corps to Social Security and Medicare. In addition, they draw attention to such private-sector organizations as the Salvation Army and the National Association for the Advancement of Colored People. Some essays look at the degree of federal responsiveness to, or actual engagement with, recipients of assistance. One such study examines the dynamics between the New Deal bureaucracy, poor women who worked in WPA-organized sewing rooms in Atlanta, and local political activists concerned about the women's working conditions. The power of race and racism to shape the delivery of social services in the region, as well as the strong connections between social welfare and civil rights, is a concern common to many studies. One study shows how linking the availability of federal Medicare funds to racial equality helped end segregation in southern hospitals. Running more than 1,200 miles from headwaters in eastern New Mexico through the middle of Texas to the Gulf of Mexico, the Brazos River has frustrated developers for nearly two centuries. This environmental history of the Brazos traces the techniques that engineers and politicians have repeatedly used to try to manage its flow. The vast majority of projects proposed or constructed in this watershed were failures, undone by the geology of the river as much as the cost of improvement. When developers erected locks, the river changed course. When they built large-scale dams, floodwaters overflowed the concrete rims. When they constructed levees, the soils collapsed. Yet lawmakers and laypeople, boosters and engineers continued to work toward improving the river and harnessing it for various uses. Through the plight of the Brazos River Archer illuminates the broader commentary on the efforts to tame this nation’s rivers as well as its historical perspectives on development and technology. This collection chronicles the tumultuous history of landowning African American farmers from the end of the Civil War to today. Each essay provides a case study of people in one place at a particular time and the factors that affected their ability to acquire, secure, and protect their land. The contributors walk readers through a century and a half of African American agricultural history, from the strivings of black farm owners in the immediate post-emancipation period to the efforts of contemporary black farm owners to receive justice through the courts for decades of discrimination by the U.S Department of Agriculture. They reveal that despite enormous obstacles, by 1920 a quarter of African American farm families owned their land, and demonstrate that farm ownership was not simply a departure point for black migrants seeking a better life but a core component of the African American experience.
