Ao longo dos 70 anos da Fundação Getulio Vargas, algumas ideias atravessaram a história dessa instituição brasileira por excelência. Criada em 1944, no fim de um período ditatorial, que havia, de diferentes modos, fortalecido a atuação do Estado, a FGV herdou a missão que vinha sendo desempenhada pelo Departamento Administrativo do Serviço Público (Dasp), desde 1937, de profissionalizar a administração pública. No entanto, o escopo de ações da nova instituição era consideravelmente mais ambicioso: em uma ação em conjunto entre Getúlio Vargas e Luiz Simões Lopes, a nova instituição foi criada como uma fundação, cuja atuação estava estatutariamente submetida a um Conselho Diretor independente, mas financeiramente sujeita às subvenções governamentais.

In this book, Rafael R. Ioris critically revisits the postwar context in Brazil to reexamine traditional questions and notions pertaining to the nature of Latin America’s political culture and institutions. It was in this period that the region lived some of its most intense and successful experiences of fast economic growth, which was paradoxically marred by heightened ideological divisions, political disruptions, and the emergence of widespread authoritarian rule. Combining original sources of political, diplomatic, intellectual, cultural, and labor histories, Ioris provides a comprehensive history of the fruitful debates concerning national development in postwar Brazil, a time when the so-called country of the future faced one of its best moments for consolidating political democracy and economic prosperity. He argues that traditional views on political instability have been excessively grounded on an institutional focus, which should be replaced by in-depth analysis of events on the ground. In so doing, he reveals that as national development meant very different things to multiple different social segments of the Brazilian society, no unified support could have been provided to the democratically elected political regime when things rapidly became socially and politically divisive early in the 1960s. In recent decades there has been an exponential increase in large hydroelectric plants in Brazil, especially in the Amazon region. These large hydraulic structures impact the environment and the lives of people living in the places where they settle and require a special type of water governance. The dictatorial regime (1964-1985) created a "standard" for the construction of these great structures, through an institutional and legal framework, which benefited the Brazilian business elite but also, through the creation of a popular imagination, which shows itself lasting progress on the country's progress and development. The suspension of security, the fragility of institutional environmental structures, the disrespect for indigenous reserves, the lack of clarity about the concept of "affected population" and the non-payment of fair compensation were identified as one of the main challenges for a democratic water governance in the country. In the late 1970s, the Dam-Affected Movement (MAB) began its organization and is also studied in this research. The study is an important and insightful academic contribution to the understanding of the main bottlenecks of effective water governance in Brazil.

Nas rodas de conversa feministas, a pergunta “quem são as mulheres que nos inspiram?” sempre ressoa. Essa indagação serviu como fio condutor desta obra e desempenha um papel significativo em sua origem. As, autoras, sempre trabalhamos em um ambiente predominantemente masculino, porém com pequenos nichos nos quais as mulheres prevaleciam, como em nosso setor. Dentro desse microcosmo, a perspectiva feminista permeava as conversas. Se, por um lado, há muito a ser dito sobre as conquistas femininas, especialmente nas últimas décadas, por outro lado, ainda nos deparamos com poucos nomes para citar quando discutimos aquelas que vieram antes de nós e pavimentaram o caminho para que estejamos aqui hoje. Durante uma de nossas conversas sobre temas relacionados à questão de gênero, com foco especial no protagonismo feminino, nos deparamos com a lista das 25 mulheres que fizeram parte da Assembleia Constituinte de 1988. A relação de nomes nos trouxe recordações ao reconhecer algumas das protagonistas que nos impactaram, mas também sentimos surpresa ao não conseguirmos identificar a maioria dessas mulheres. Quem foram essas mulheres? Como construíram suas trajetórias até serem eleitas para a Constituinte? Qual foi o rumo de suas vidas depois desse marco? Foram tantas as perguntas que foi decidido investigar em conjunto essa história. A cada fragmento do passado revelado, a cada obstáculo superado por elas, a cada demonstração de força e resiliência, nosso compromisso de desvelar e disseminar suas trajetórias se fortalecia. Assim, opta-se por escrever um livro, não seguindo o formato acadêmico de um texto científico, mas adotando um estilo mais informal, similar à escrita jornalística. O objetivo era tornar nossa obra acessível a um público mais amplo. A motivação subjacente era divulgar a história dessas mulheres para um número maior de leitoras, de forma gratuita e on-line, permitindo que mais pessoas pudessem conhecer e se inspirar nas trajetórias individuais das deputadas que nos legaram a Constituição de 1988. A pesquisa concentrou-se nos dados oficiais da Câmara dos Deputados e do Senado Federal, bem como em artigos de revistas e jornais publicados naquela época. Sempre que possível, buscamos incorporar trechos de discursos ou entrevistas para destacar claramente a voz dessas mulheres. Cada uma das 25 constituintes possuía um projeto de vida e uma agenda política distintos, mas durante a Assembleia Constituinte, uniram-se em torno do ideal comum de promover a pauta feminina e alcançaram êxito nessa missão. Nesse contexto, 26 mulheres foram eleitas, das quais 25 tomaram posse dentre os 559 congressistas. Logo de início, depararam-se com um plenário que não estava preparado para a presença feminina, a ponto de sequer haver banheiros destinados a elas. Os obstáculos, preconceitos e discriminações foram inúmeros, e diante desses desafios, tomaram a sábia, porém não simples, decisão de deixar de lado suas ideologias e agendas políticas individuais, unindo-se como uma bancada feminina em prol de uma agenda unificada. Conversaram, debateram e deliberaram, chegando a um consenso sobre as causas que promoveriam e defenderiam coletivamente. Dessa forma, formou-se a bancada feminina, apelidada de “lobby do batom”, cuja primeira conquista foi a obtenção do banheiro no plenário. No entanto, essa não foi sua única conquista, tampouco a mais significativa. Mais de 80% das pautas defendidas por elas receberam aprovação e foram incorporadas ao texto constitucional, resultando em uma Constituição que respeita a igualdade de gênero. A história desse coletivo passou a ser gradualmente contada, especialmente após a celebração dos 30 anos da Constituição, quando todas foram agraciadas com o Prêmio Bertha Lutz. Diversos livros e documentários narram essa jornada. Além da bancada feminina enquanto grupo, as histórias individuais das 25 constituintes, com seus desafios e conquistas particulares, são relatos extraordinários. Convidamos o leitor a testemunhar a narrativa da vida das pioneiras da Assembleia Constituinte, mulheres inspiradoras que contribuíram para garantir a igualdade de gênero e a proteção constitucional dos direitos humanos, moldando a sociedade que conhecemos hoje.
