This field manual (FM) provides tactics, techniques, and procedures (TTP) for the commander and staff in field artillery (FA) battalions. This manual applies to United States (US) Army and US Marine Corps (USMC) FA battalions assigned to the active, reserve, and National Guard (NG) forces. Unit organizations described in this publication reflect, in general overview, the L/A/F-series Department of the Army (DA) tables of organization and equipment (TOEs). Full consideration is given to recent and planned force structure changes and emerging technological opportunities - as of the date of publication. The publication broadly describes how the FA battalion operates to support the combined arms team using available Field Artillery Tactical Data Systems (FATDS), and other automated C2 systems. This FM addresses combat operations in support of both heavy and light maneuver forces, as well as stability operations and support operations and FA (support) operations in special environments. It is not a stand-alone document; but should be used in conjunction with maneuver and other FA doctrinal manuals. The manual focuses on FA battalions performing the missions of direct support (DS) or general support (GS) to maneuver forces, as well as FA units providing reinforcing (R) or general support reinforcing (GSR) fires to other FA units in support of force operations. This publication provides the United States Army and United States Marine Corps (USMC) commanders, artillerymen, and meteorology (MET) crew members with tactics, techniques, and procedures for the employment of MET sections. This publication describes the equipment and tasks required to develop MET data from the selection of the MET station location to the dissemination of the MET data. This manual describes current and emerging TA organizations. These organizations include target acquisition batteries and radar platoons of active and reserve components, the corps target acquisition detachment (CTAD), radar platoons of the interim brigade combat team (IBCT) and interim division artillery (IDIVARTY), and the STRIKER platoon. Technical and tactical considerations for employing weapons locating radars are discussed in detail. This includes the AN/TPQ-47 that is currently being developed. New information contained in this manual includes duties and responsibilities for key TA personnel, rehearsals, stability operations and support operations, rotary and fixed wing radar movement procedures, and automated target data processing. The methodology used by weapons locating radars to acquire, track and locate threat weapon systems is also discussed.

Field manual (FM) 3-09.70 (6-70) is focused on Paladin-unique battalion, battery, platoon and section operations. It sets forth the doctrine pertaining to organization, equipment, command and control (C2), operations, and tactics, techniques, and procedures (TTP) for Paladin units. It establishes the duties and responsibilities of key Paladin battery personnel for field operations. FM 3-09.70 is written for the Paladin battery and platoon, as well as for the battalion commander and staff. It is designed to be used in conjunction with the appropriate FM 6-series, FM 71-3, equipment technical manuals (TMs), Army training and evaluation program (ARTEP) mission training plans (MTPs), and soldiers' manuals. Like its predecessors TC 6-71 (1988) and the first field manual-version of FM 6-71 (1994), this publication is intended for you, the combined arms brigade or battalion commander, and your staffs to help you synchronize fires with your scheme of maneuver. You know from experience that combat forces must be employed as part of the combined arms team. Maneuver and fires must be synchronized and orchestrated by the combined arms commander to realize the full potential of each arm and maximize the combat power of the combined arms team. The same applies in principle to firepower. Mortars, cannon and rocket artillery, naval gunfire, and air support on the lethal side, and intelligence and electronic warfare (IEW) and information operations (IO) systems on the non-lethal side, are various means of fire support. Each has its own advantages and disadvantages. Each provides a measure of capability the others lack: responsiveness, flexibility, and accuracy from mortars and artillery; precision and destructiveness from close air support; disruption of command and control and capability to exclude collateral damage from IEW and IO systems. Using all of these means in combination creates a synergistic effect - the whole system is far more effective than its parts. The proper application of fire support requires as much skill and orchestration from the combined arms commander as it does from the fire support coordinator (FSCOORD). This is what this publication is about, to help clarify the art of applying fire support at the right time and place on the battlefield.

Doctrine provides a military organization with a common philosophy, a language, a purpose, and unity of effort. Tactics is the art and science of employing all available means to win battles and engagements. Specifically, it comprises the actions taken by a commander to arrange units and activities in relation to each other and the enemy. FM 3-90 introduces the basic concepts and control measures associated with the art of tactics. It cannot be read in isolation. To understand FM 3-90, the reader must understand the operational art, principles of war, and links between the operational and tactical levels of war described in FM 3-0, Operations. He should understand how the activities described in FM 3-07, Stability Operations and Support Operations, carry over and affect offensive and defensive operations and vice versa. He should understand the operations (plan, prepare, execute, and assess) process described in FM 6-0, Command and Control, and how that process relates to the military decision making process and troop-leading procedures described in FM 5-0, Army Planning and Orders Production. FM 3-90 also refers to joint publications (JPs). Reviewing referenced JPs will also aid in understanding FM 3-90. FM 3-90 focuses on the tactics used to employ available means to win in combat. Those tactics require judgment in application. The ability to seize and secure terrain, with its populations and productive capacity, distinguishes land forces conducting decisive offensive and defensive operations. FM 3-90 provides a common discussion of how commanders from the battalion task force level through the corps echelon conduct tactical offensive and defensive operations and their supporting tactical enabling operations. It is not prescriptive, but authoritative. Tactical fundamentals do not change with the fielding of each new piece of equipment. However, the integration of new equipment and organizations usually requires changes in related techniques and procedures. FM 3-90 provides guidance in the form of combat-tested concepts and ideas modified to exploit emerging Army and joint capabilities.
