Excerpt from The Future of Democracy: An Address by Lord Haldane The future OF democracy cause of democracy, and from the championship of that cause we do not intend to draw back. The Generals and the Armies are fighting magnificently, and my own belief is that they will succeed in stemming the tremendous attempt at this moment being made against them. But even if their line were broken, do not let anyone imagine that we should regard ourselves as defeated. We should go on fighting, fighting with the command of the seas, fighting with our troops in France, fighting in a common effort with the French and with our other Allies, and you would have repeated what happened in 1870 after the Ger man armies had defeated the French regulars. Gambetta raised new armies of his own and came within an ace of beating the Germans by wearing them out, and failed only because his army was not organised. We and our Allies have magnificent leaders and troops, and if our line were torn asunder there would still exist such a formidable weapon again§t the German aggression that we should fight on with excellent hope of ultimate victory. Then there are, behind us and in course of full develop ment, the resources of the hundred million people in the United States, who have entered this war, not for any chance consideration or from any jealousy that can be attributed to one nation against another, but because they believe they are called on to fight for the cause of freedom. For my part I say Courage and Resolution. I myself have no fear that we have not the grit in us that our fore fathers had. I remember the story of a day nearly a century since when Nelson broke the enemy fleet off Trafalgar, and when he delivered this country from the fear of Napoleon's invasion. And I believe that the splendid Armies of to-day, of Regulars and Territorials, are giving their lives for a greater cause than life itself, and I believe we shall come through this trial sustained by the faith that is founded on love of freedom. Excerpt from A League of Nations: What Are We Fighting For?; Democracy Vs; Autocracy "A League of Nations," as set forth in the following pages, is a simple working plan whereby the peoples of the world can realize what is now almost universally recognized as the only real guaranty of permanent peace between nations. This, of course, is in that province of statecraft which we may call internationalism. But if the war settlement results only in establishing permanent peace between nations we may find that there is little improvement, or none at all, in the condition of the mass of humanity. To improve international relations without improving international conditions might prove a step backward by giving oppressive governments a sense of security against interference. Had a cohesive League of Nations been formed ten or fifteen years ago it is probable the Hohenzollem autocracy would have been guaranteed permanence for centuries to come. "What Are We Fighting For?" deals with this international diplomacy, which must be complemental to "A League of Nations" unless we are content to look forward to conditions in other nations such as have prevailed in Russia the past year; unless the victory (now seemingly near at hand) is to prove a sore disappointment to the millions of heroic men and women who have made it possible. "Democracy vs. Autocracy" deals with the fundamentals of these opposing principles, and shows how autocracy works its sinister designs in the disguise of political democratic forms. Excerpt from The Voice of the People: An Essay on Representative Democracy This essay was planned and partly written during the last year of the war in the intervals of military service in England. At that time the strain of the war, the complete suppression of democratic forms Of government, and the strange incapacity of political leaders in all countries except America to formulate a programme worth fighting for, had produced much bitterness of feeling both within and without the British army. The mind turned with some relief to the consideration Of parlia mentary institutions as they existed in this country before the war and as they might exist again after it, perhaps with some inclination to magnify their possibilities and their superiority over the existing order. The precise question here proposed for investigation was no doubt in uenced by the situation. I asked myself what this democracy, now so plainly absent, really was, and how far it was or might have been realized in the forms of government established in this country before the war. Later, after my release from military service, I had the advantage Of submitting my attempt at an answer to these questions, in the form Of lectures, to a Summer School of the Workers Educational Association at Oxford. To its criticism and encouragement the essay owes much. It seemed that a discussion which ourished so vigorously there might be not without interest to a Wider public.
