Excerpt from The Dominion Finances and the National Policy: A Speech Delivered During the Debate on the Budget in the House of Commons on the Evening of the 30th March 1883 Mr. White (cardwell) - Mr. Speaker, the hon. Gentleman who has just taken his seat has devoted a large portion of the time which he has occupied in replying to the budget speeches of last year and of the year before. Sir, those speeches were before the people of the country in June last; the replies of these hon. Gentlemen to those budget speeches were also before the country, and in the face of arguments used by hon. Gentleman Oppo site, the people of Canada - not the people of Ontario alone, but the people of the whole Dominion - returned to this House a major ity to support the hon. Gentlemen who now occupy the Treasury Benches. The hon. Member has been good enough to say that we should not boast of that triumph because of the fact that it was achieved, as he alleges, in some parts at any rate, by what was com mouly known as the gerrymandering Act. I did not understand the hon. Minister of Finance when he referred to the fact that eight ex-ministers who were in office during the five years that the opposite party were in power, had fallen victims to the popular indignation at the last election - I say I did not understand him to refer to the triumph in the Province of Ontario alone. The fact is that of those eight hon. Gentlemen only one can, with any shew of reason or truth, be said to have fallen a victim to what is called the gerrymandering Act. Excerpt from Finances of the Dominion of Canada: Budget Speech Delivered by Sir Leonard Tilley, Minister of Finance, in the House of Commons of Canada, Friday, February 24, 1882 But, to - day, we stand here not with any doubt as to its revenue pro ducing power, but with evidence of the last year before us, with the Public Accounts and Statements on the Table of the House, showing not only no deficit of even but, instead of an estimated surplus of there is a surplus of in the Treasury, as the result of its operations. Mr. Speaker, the hon. Leader of the Opposition, in discussing the Address in answer to the Speech from the Throne (i regret he is not present, and we all regret the circumstances which render his absence necessary), said that he could not understand why it was that the Government had asked the people to bear the additionalburden of the surplus, unless it was after the manner of the man who was found carrying a heavy rail up a hill, and, when asked why he was doing it, said it was for the pleasure he would enjoy in laying it down. N ow, Sir, in this connection permit me to draw a contrast between the effect that was produced by the increase of taxation imposed by my predecessor, in 1874, and the proposition in 1879. In 1874, my hon. Predecessor asked Parliament to give him, in addition to what he could collect from the then existing Tariff, for the purpose of carrying on the public works, completing the Pacific Railway, and other engagements which the Government was bound to carry out' What was the result upon the revenue 2 In the year following a response was given in the shape of an increase of something like paid into the Treasury; but, from 1875 down to 1879, the average amount received from the Tariff then existing was but per year. Had there been no change in the Tariff in 1879, the receipts from Customs would have been but a little over. Mr. Speaker, in moving that you, Sir, do now leave the Chair, I desire to take advantage of the motion to make my statement to the House in regard to the financial condition of the country, and the policy of the Government with regard to the Tariff at the present Session. It will be remembered, Sir, that in the Session of 1882, as well as in the Session of 1883, I felt myself war ranted in stating that at no period in the history of Canada did the credit, the financial standing and the general business of the Dominion stand in so good a position as it did at those two periods. I am in a position, I think, to state to-day that at no previous period in the history of this country did the credit of Canada and the financial con dition of Canada stand better than it does now. With respect to the general trade of the country, I regret to say that owing to the depreciation in the value of lumber, Which is one of our principal exports, owing to over-trading in certain branches in the Dominion, as Well as over-im ports, we have a depression at the present time, which I trust will not be of long duration but will be speedily overcome, and we may soon be in the position we occupied a year ago, prospering in every particular. I trust, Sir, that the statement I am about to submit to the House will'add to the evidence which has been given from year to year since 1879, that the policy adopted by the Government in that year has been successful and in the.
