"The Disaster Financial Assistance Arrangement program (DFAA) is a federal transfer payment program that provides financial assistance to a province/territory (PT) for a natural disaster that is declared a provincial/territorial emergency to be of concern to the federal government. More specifically, the purpose of the program is to support an affected PT after a major natural disaster to assist with response and recovery costs that would exceed the PT's financial capacity. Given the purpose of the DFAA, the scope of this evaluation was calibrated to primarily focus on the program's efficiency and economy. The evaluation also examined issues of relevance and effectiveness. The evaluation covered the period from 2011-2012 to 2015-2016. In the event of a large-scale natural disaster, PTs can incur a substantial financial burden as they respond and recover. To lessen this financial burden, DFAA program staff work closely with PTs to review and provide financial assistance to reimburse eligible response and recovery costs. Since its inception in 1970, DFAA has reimbursed over $4.1 billion in post-disaster assistance. As a contribution program, DFAA is required to be evaluated every five years under section 42.1 (1) of the Financial Administration Act.
