Politische Systeme in den USA, Europa und Lateinamerika, Sprache: Deutsch, Abstract: Die Finanzkrise ab 2007 löste eine "große Bestürzung" bei den Menschen aus. Man bangte um seine Einlagen, seinen Arbeitsplatz. Was so genau passierte war vielen vorerst schleierhaft. Erinnerungen an die große Depression von 1929 kamen auf und in diesem Zusammenhang sprach man auch wieder von Keynes. Wenn man eines aus der Depression gelernt hatte, war es, dass protektionistische Maßnahmen und Einsparungen die Krise verschlimmerten. Die Regierungen verabschiedeten Konjunkturpakete und begründeten das mit Keynes. Handelten die Regierungen verantwortungsvoll? Oder verschwendeten sie "sinnlos" Steuergelder wie oftmals vorgeworfen? Als Keynes seine Theorie entwickelte, war die Welt weitaus weniger globalisiert und vernetzt als das heute der Fall ist. Wie wirken keynesianische Instrumente in Zeiten der Globalisierung? Funktionieren sie trotzdem in gleichem Umfang oder müssen eventuelle Anpassungen an der Theorie oder in der Praxis vorgenommen werden? Wurde Keynes' Theorie tatsächlich so gemeint, wie sie in der Finanzkrise durch die amerikanische und deutsche Regierung umgesetzt wurde? In dieser Arbeit soll die Finanzkrise ab 2007 zum Anlass genommen werden, keynesianische Politik in Zeiten der Globalisierung am Beispiel USA und Deutschland zu betrachten und herauszufinden, ob die Theorie die letztliche Lösung des Problems der Finanzkrise ist und ob sie in dieser Zeit genauso einsetzbar ist wie in der Zeit nach 1929.

The international financial community blamed the Asian crisis of 1997–1998 on deep failures of domestic financial governance. To avoid similar crises in the future, this community adopted and promoted a set of international "best practice" standards of financial governance. The G7 asked specialized public and private sector bodies to set international standards, and tasked the International Monetary Fund and the World Bank with their global dissemination. Non-Western countries were thereby encouraged to emulate Western practices in banking and securities supervision, corporate governance, financial disclosure, and policy transparency. In Governing Finance, Andrew Walter explains why Indonesia, Malaysia, South Korea, and Thailand—key targets and test cases of this international standards project—were placed under intense pressure to transform their domestic financial governance. Walter finds that the depth of the economic crisis, and more enduring aspects of Asian capitalism, such as family ownership of firms, made substantive compliance with international standards very costly for the private sector and politically difficult for governments to achieve. In spite of international compliance pressure, the result was varying degrees of cosmetic or "mock" compliance. In a book containing lessons for any agency or country attempting to implement lasting change in financial governance, Walter emphasizes the limits of global regulatory convergence in the absence of support from domestic politicians, institutions, and firms.

This book applies lessons from past breakdowns of globalizationÑabove all in the Great DepressionÑto show how financial crises provoke backlashes against global integration: against the mobility of capital or goods, but also against flows of migration. By a parallel examination of the financial panics of 1929 and 1931 as well as that of 2008, he shows how banking and monetary collapses suddenly and radically alter the rules of engagement for every other type of economic activity. Increased calls for state action in countercyclical fiscal policy bring demands for trade protection. In the open economy of the twenty-first century, such calls are only viable in very large statesÑprobably only in the United States and China. By contrast, in smaller countries demand trickles out of the national container, creating jobs in other countries. The international community is thus paralyzed, and international institutions are challenged by conflicts of interest. The book shows the looming psychological and material consequences of an interconnected world for people and the institutions they create.
