First published in 1922, The Settlement Horizon remains the standard philosophical articulation of the settlement house movement. Written by two prominent settlement house workers, the book traces the historical roots of the movement and describes from firsthand knowledge and experience settlements at the height of their influence. Settlement houses were established to meet the needs of their neighborhoods on two levels. The first was to provide immediate services, largely educational and recreational, but also personal, to the surrounding community. The goal was neighborliness, rather than the air of social superiority that had characterized charity workers of the late nineteenth century. The second level of service was to bring about basic social reform. By living with those they sought to help, they hoped to gain insight into poverty, and acquire an added right to campaign for neighborhood improvements. Approximately 70 percent of the settlement house heads and residents were women, most of them unmarried and college educated. These were the most dynamic practitioners of the social reform side of the newly emerging profession of social work. Interestingly, as social work schools evolved and the casework or "help the individual" rather than social reform approach became dominant, the influence of the settlement house waned. Residence in settlement houses rapidly disappeared after World War II, and by the 1950s, male social workers replaced women as heads of most of the settlements. After 1970, minorities (who had become the majority in the neighborhoods served by settlement houses) replaced whites as settlement heads. In 1979 the National Federation of Settlements changed its name to United Neighborhood Centers of America. Judith Ann Trolander's introduction places the settlement house in historical context, and provides valuable information about the book's authors and their contributions. The Settlement Horizon is still the most comprehensive account by settlement workers of the settlement movement, and provides a valuable portrait of the evolution of social reform movements in the United States. It will be of interest to social workers, historians interested in the Progressive movement, and professionals in the areas of women's studies, the poor, and voluntary associations.

When a nursing facility for AIDS patients is planned for a city neighborhood, residents might be expected to respond, "Not in my backyard." But, as Jane Balin recounts in A Neighborhood Divided, when that community is known for its racial and ethnic diversity and liberal attitudes, public reaction becomes less predictable and in many ways more important to comprehend.An ethnographer who spent two years talking with inhabitants of a progressive neighborhood facing this prospect, Jane Balin demonstrates that the controversy divided residents in surprising ways. She discovered that those most strongly opposed to the facility lived furthest away, that families with young children were evenly represented in the two camps, and that African Americans followed a Jewish community leader in opposing the home while dismissing their own minister's support of it. By viewing each side sympathetically and allowing participants to express their true feelings about AIDS, the author invites readers to recognize their own anxieties over this sensitive issue. Balin's insightful work stresses the importance of uncovering the ideologies and fears of middle-class Americans in order to understand the range of responses that AIDS has provoked in our society. Its ethnographic approach expands the parameters of NIMBY research, offering a clearer picture of the multi-faceted anxieties that drive responses to AIDS at both the local and national levels.

This fascinating history weaves together first-person accounts, photographs, and varied cultural perspectives to shed light on the birthplace of modern Seattle. It reveals that Pioneer Square has always been a barometer of Seattle’s health and an incubator for trends that characterize the city today. In 1852, a group of settlers who had spent the winter on Alki Beach relocated to the east side of Elliott Bay and chose the only flat area along the shoreline for the first settlement in downtown Seattle, Pioneer Square. Called Djicjila'letc, "little crossing over place," by friendly Duwamish Indians, it was near the heart of their ancient homeland. By 1853, Henry Yesler’s steam-powered sawmill was processing and exporting timber from the densely forested hillsides. Other businesses sprang up near the mill, making Seattle the region's major commercial center and a magnet for workers and entrepreneurs. The assimilation of people of diverse ethnic, cultural, and economic backgrounds continues today, as one of Pioneer Square’s defining characteristics. After the Great Fire of 1889, Seattle rallied to build a modern city of brick and stone. Pioneer Square rose quickly from the ashes with elegant brick buildings that still give the area an architecturally harmonious feeling. The district formed the heart of the city upon the arrival of the Great Northern Railroad and during the Klondike Gold Rush. As the population exploded, city engineers scrambled to regrade steep hills and fill in tide flats to make them suitable for development. In the early twentieth century, overcrowded Pioneer Square burst at its seams: the downtown business district moved north, industries surged south onto reclaimed tide flats, and Chinatown and Japantown spread east into what is now the International District. As Pioneer Square deteriorated, a local minister dubbed it Skid Road, applying the name of the mill logslide (now Yesler Way) to people on the skids. The term later entered the national vernacular as a synonym for urban slum. From the late 1950s the neighborhood became a battleground between advocates of urban renewal and those who envisioned a restored district of handsome buildings, outdoor cafes, and an easy mingling of artists, merchants, and the down-and-out. Architects, gallery owners, activists, and many others recognized that Pioneer Square was not only a place of beautiful buildings, but a place of spirit as well. In 1971, the City of Seattle created the thirty-block Pioneer Square Historic District, the first designated landmark district in the city. In the ensuing decades the neighborhood, which never lost its Skid Road identity, became a vibrant center for the arts and a hub of regional transit, urban living, and professional sports.
