It was on the west coast of South America that our Ship was casting anchor. Valparaiso lay in the distance on that beautiful October morning. A soft haze had wrapped the coast making the mountains elusive. The barrenness of the Andes and the richness of their color brought back to the mind the hills and mountains of Spain. THE PROFESSIONAL TRAINING OF WOMEN THE only university I visited was the Medical University, the Escuela Practica de Medicina, which has a very fine building situated opposite the Hospital Nacional de Clinica on the Calle Cordoba between Andes and Junin, in which the medical students receive their final training. This medical training is a seven years' course; that of the apothecary four years, and that of the midwife three. They have very few trained nurses as almost all such work is done by the Sisters of Charity. Dr. Moreau emphasized the medical importance of this hospital which is connected with the university, as standing out as a hospital where the Sisters of Charity are under the control of the doctors. In many of the other hospitals, which from the point of view of buildings may be more perfect, the Sisters of Charity have the last word, and if they do not agree with the doctor as to the medicine the patient requires, they can supersede his authority. In consequence, the doctors are making a tremendous fight against this. So far they have not been successful, owing to the prejudice of the wealthy women in favor of the Catholic Church, for many of these hospitals are under "La Sociedad de Beneficencia." We first went through the hospital, which is one of the oldest in Buenos Aires, and in consequence has more of the beauty which always seems to linger about the past. I often wonder whether the people of the past loved beauty more than we do today, that they were able to create an atmosphere which it is so difficult to find in modern times or buildings. Today, investor-state arbitration embodies the worst fears of those concerned about runaway globalization - a far cry from its framers' intentions. Why did governments create a special legal system in which foreign investors can bring cases directly against states? This book takes readers through the key decisions that created investor-state arbitration, drawing on internal documents from several governments and extensive interviews to illustrate the politics behind this new legal system. The corporations and law firms that dominate investor-state arbitration today were not present at its creation. In fact, there was almost no lobbying from investors. Nor did powerful states have a strong preference for it. Nor was it created because there was evidence that it facilitates investment - there was no such evidence. International officials with peacebuilding and development aims drove the rise of investor-state arbitration. This book puts forward a new historical institutionalist explanation to illuminate how the actions of these officials kicked off a process of gradual institutional development. While these officials anticipated many developments, including an enormous caseload from investment treaties, over time this institutional framework they created has been put to new purposes by different actors. Institutions do not determine the purposes to which they may be put, and this book's analysis illustrates how unintended consequences emerge and why institutions persist regardless.
