This study examines China’s 13th Five-Year Plan, the most authoritative strategic blueprint for the country’s economic policies under Xi Jinping. The plan seeks to rebalance the economy toward more advanced technologies, greater environmental protection, and a stronger social safety net. However, it does not fundamentally rebalance the relationship between state and market, with the government and Chinese Communist Party still left with significant tools to micromanage most aspects of the economy. Unless greater emphasis is given to shifting this balance, the most likely result will be “growth with volatility,” in which some Chinese companies move up the value-added chain, but without fundamentally improving the country’s overall efficiency and performance.

Economic development in mainland China during the first two decades of Communist control provides a typical example for the difficult task to transform a vast underdeveloped agrarian economy into a modern industrial one. In the first half of this period, a series of massive transformations of social and economic institutions was accompanied by a drafted industrialization program; the result was an impressive speed-up in economic growth. The second decade witnessed an economic crisis (1960-62) and a political upheaval (1966-68). These disruptions marred the economic performance over the period as a whole. Consequently, the long-term growth rate appears to have been only moderate. The Economy of Communist China reviews selected aspects of the economy. After examining the development strategy, it analyzes the quantitative trends and the structural changes. The book goes on to analyze the key factors contributing to the earlier growth and the elements responsible for the later disruption and finally assesses the impact of the Cultural Revolution on the Chinese economy and the prospects of the current Third Five-Year Plan. The text includes a bibliography of selected materials on Chinese economic development.

Parts II to XIII of the book contain edited extracts from Final Plan Documents from First Five Year Plan (1951-52 to 1955-56) to Eleventh Five Year Plan (2007-08 to 2011-12). These have been categorised into the following 12 theme headings: ? Agriculture, Land Reforms, Co-operatives and Allied Sectors ? Industry, Infrastructure, Public Sector and Small Industries ? Development and Management of Extractive Industries (Mineral Resources) ? Electricity, Coal, Petroleum and other Energy Sources ? Urban Development and Housing ? Transport and Communications ? Employment and Labour Welfare ? Health and Family Welfare ? Education and Training ? Science and Technology ? Social Welfare ? Development of North Eastern States, Hill Areas, Tribal Areas and Other Measures for Balanced Regional Development Editorial comments are given at the beginning of each theme heading. Reader will find it easy to comprehend how a particular sector of the Indian economy was treated in terms of priority, strategy, and allocation of resources in the successive Plans. The 12 theme headings cover almost all the sectors of the Indian economy. Part XIV contains sector-wise statistical data on the Indian economy (1950-51 to 2006-07) which would be useful for a cross-section of academic community and researchers, both in India and abroad. This work, it is hoped, would prove useful for the students of economics, commerce, public administration and business management. An understanding of the mechanics of economic planning will also serve the needs of legislators, administrators and those in industry and trade.

Xi Jinping's vision for China's development, the 13th Five-Year Plan, is a blueprint that seeks to create a "moderately prosperous society in all respects," based on innovation, open trade, green growth and inclusive growth. Understanding the key priorities of the world's top trading nation, most populous country, largest manufacturer, and second-largest economy, and the opportunities and challenges they create for the United States is critically important for U.S. policymakers and businesses. How will the Chinese government finance its ambitious reform agenda? What is the impact of China's high-tech industrial policies on U.S. automotive, aerospace, and semiconductor industries? What are the opportunities and challenges for U.S. companies to compete fairly in China's expanding consumer and service market? The 13th Five-Year Plan builds upon the 11th and 12th Five-Year Plans to shift China's economy away from large-scale infrastructure and export-led growth toward an economy driven by domestic consumption and higher value-added manufacturing. The Chinese government is hoping to unleash economic growth and create a new consumer base and working class through urbanization. By 2020, the Chinese government hopes to increase the share of its population with urban hukou from 40 to 45 percent.

After a precipitate reunification (1975), the Hanoi leadership imposed upon the South the Stalinist-Maoist strategy of economic development which had been until then applied in the North. This "Northernization" resulted in an economic crisis for the whole country during the last years of the Second Five-Year Plan. Despite some partial reforms, the country was again plunged into a more serious economic and financial crisis at the end of the Third Five-Year Plan, particularly after the ill-conceived monetary reform in September 1985. At the time of its Sixth National Congress (December 1986) the Party's new leadership advocated a strategic shift in its overall economic policy under the banner of Doi Moi (Renovation).
