William E. Odom is the highest-ranking member of the United States Intelligence community ever to write a book outlining fundamental restructuring of this vast network of agencies, technology, and human agents. In the wake of 9/11, Odom has revised and updated a powerful critique he wrote several years ago for staffs of the U.S. congressional committee overseeing the vast American intelligence bureaucracy. With the end of the Cold War and the dawning of a new century, the U.S. intelligence system faces new challenges and threats. The system has suffered from penetration by foreign agents, cutbacks in resources, serious errors in judgment, and what appears to be bad management; nonetheless, it remains one of the key elements of America's strategic defense. Hulnick suggests that things are not as bad as they seem, that America's intelligence system is reasonably well prepared to deal with the many threats to national security. He examines the various functions of intelligence from intelligence gathering and espionage to the arcane fields of analysis, spy-catching, secret operations, and even the business of corporate espionage. Hulnick offers a variety of ideas for making the system work better and for attracting the kinds of new intelligence professionals who will build a stronger intelligence system in the next century. Fixing the Spy Machine suggests that the role of the Director of Central Intelligence, the person who runs both the CIA and oversees the U.S. Intelligence Community, should be depoliticized and made stronger. It also concludes that people are responsible for making the system function, not its bureaucratic structure. Still, intelligence managers are going to have to become less risk-averse and more flexible if the system is to function at its best.

The epidemic of wars and military clashes from Syria to Yemen, the rising powers of China and Russia, and the turbulence in Pakistan, Central Asia and North Africa all underscore the urgent need for a highly professional intelligence agency within the European Union and between the EU and the UK in particular.However, the author shows that although the European Union introduced its common security policy more than two decades ago, EU member states mistrust each other and have failed to develop and fully integrate professional measures for intelligence-sharing to reduce security risks and the challenges of domestic radicalization and extremism. This book is a critical analysis of the poor state of intelligence sharing in the West. At the law enforcement level, and intelligence surveillance cooperation of PRISM, TEMPORA, UPSTREAM, ECHELON, NSA and Five-Eye intelligence alliance with the EU member states. Most of the current intelligence problems within the European Union, whether they relate to predicting surprise attacks, the politicization of intelligence, or questions of ethics and privacy are old conundrums. It is hard to escape the feeling that closer attention to obvious lessons from the past would have assisted European Union intelligence sharing in avoiding the recent attacks in Paris and Brussels.

The establishment of a terrorism “czar”, with more authority than the Director of the CIA used to have as coordinator of the intelligence enterprise and with a supporting bureaucratic structure to this end should lead to more unified, coordinated and effective intelligence, in particular in the context of counterterrorism. The Intelligence Community has undergone previous organisational “centralisation” reforms, and yet, it failed to provide timely and accurate intelligence about the 9/11 terrorist threat. A series of legitimate questions therefore arise: is centralisation the wrong solution to the problem of intelligence effectiveness? Is rather decentralisation the key? Has structure any influence on the way intelligence agencies perform? Answering these questions would reveal whether the adjustments to the structure of the Intelligence Community are justified or, on the contrary, determined by empirical fallacies, such as the “quick-fix” reorganisation syndrome. In a broader context, it would be also useful to know whether and how the effectiveness of counterterrorism intelligence could be improved by means of organisational structure. This research question implies the scholarly literature of two disciplines: organisation theory and political science (International Relations and Security Studies – Terrorism). The nature and functioning of organisations, in particular, decentralisation and its effects on effectiveness have been studied at the level of business and bureaucratic organisations, whereas studies on intelligence and its effectiveness are present within a broad range of security studies areas, including the newer – terrorism/ counterterrorism. Answering the above research question would therefore mean applying theories and evidence in the organisation theory and organisational behaviour literatures to the terrorism/ counterterrorism one.

With the July 2010 Senate confirmation of the fourth Director of National Intelligence (DNI), following the contentious resignation of Dennis Blair in the spring of 2010, the position and the office came under a tremendous amount of scrutiny. The DNI and the Office of the DNI (ODNI), established in 2005 in the aftermath of significant intelligence failures including the 9/11 attacks, were designed to gain control and provide clear direction to the expansive Intelligence Community (IC) to improve intelligence collection and analysis. This paper reviews how the Office of the Director of National Intelligence came to be; examines the effect of the position and the office on the IC and recent changes to the office that have had or may have an impact on the efficacy of the community; discusses what the real issues may be for the IC; and concludes with a look at concrete changes, such as joint all-source analysis, that could be implemented to drive the community forward and a little closer to achieving omniscience.

Technology has empowered antagonism with the ability to form nearly enough factions to erode the power of the state. It has enabled the theft of secrets and the proliferation of dangerous knowledge over vast distances. Governments no longer have a monopoly over information. Secrets are harder to keep than ever before. At the same time, technology has made the dream of near real-time fusion of intelligence come true. It has revolutionised tradecraft and continued to hold out the promise of being able to detect dangerous corporeality. After the Cold War and the collapse of the Soviet Union in the 1990s, intelligence agencies were desperately looking for a different mission to justify their existence. The mandate of intelligence defines its job and stresses the need to perform it within a legal framework and demonstrate resilience and ambitions. In several European states, during the operation of intelligence agencies, many things are not going in the right direction. These kinds of operations have never been successful. A clearly defined mandate helps a security intelligence service to function within a statutory remit. Through various measures, intelligence agencies collect information about sarcastic elements and foreign networks. Following the post-cold war intelligence mechanism in Britain and European Union member states, the emerging threat of foreign espionage has become precarious to national security. Cyber terrorism and information theft are a second type of threat to the economy and businesses of the government. However, one type of espionage that has not emaciated but rather expanded after the end of the Cold War is economic espionage. Threat intelligence provides better insight into the threat landscape and threat actors. Foreign espionage is not one kind of interference in the affairs of the state but damages national security. Hostile states have been attempting to harm and intimidate businesses and infiltrate government institutions to create an environment of fear. Some Eastern European intelligence agencies are undergoing a deep crisis of confidence, and national security management. A contest of strength between domestic and foreign intelligence agencies and, a misplaced sense of professional approach, poor organisational management, threaten the security of these states.
