A new ‘Multi-Coloured Manual' This book is a successor to and replacement for the highly respected manual and handbook on the benefits of flood and coastal risk management, produced by the Flood Hazard Research Centre at Middlesex University, UK, with support from Defra and the Environment Agency. It builds upon a previous book known as the "multi-coloured manual" (2005), which itself was a synthesis of the blue (1977), red (1987) and yellow manuals (1992). As such it expands and updates this work, to provide a manual of assessment techniques of flood risk management benefits, indirect benefits, and coastal erosion risk management benefits. The management of flood risk seems to be facing a daunting paradox. Floods are natural hazards whose effects can deeply affect the economic and environmental equilibria of a region. Quality of life of people living in areas close to rivers depends on both the risk that a flood would occur and the reliability of flood forecast, warning and control systems. Tools for forecasting and mitigating floods have been developed through research in the recent past. Two innovations currently influence flood hazard mitigation, after many decades of lack of significant progress: they are the development of new technologies for real-time flood forecast and warning (based on weather radars and satellites) and a shift from structural to non-structural flood control measures, due to increased awareness of the importance of protecting the environment and the adverse impacts of hydraulic works on it. Approaches to avoid loss of life and limit disruption and damage from flooding have changed significantly in recent years. Worldwide, there has been a move from a strategy of flood defence to one of flood risk management.
