An examination of nanotechnology as a lens through which to study contemporary democracy in both theory and practice. In Democratic Experiments, Brice Laurent discusses the challenges that emerging technologies create for democracy today. He focuses on nanotechnology and its attendant problems, proposing nanotechnology as a lens through which to understand contemporary democracy in both theory and practice. Arguing that democracy is at stake where nanotechnology is defined as a problem, Laurent examines the sites where nanotechnology is discussed and debated by scientists, policymakers, and citizens. It is at these sites where the joint production of nanotechnology and the democratic order can be observed. Focusing on the United States, France, and Europe, and various international organizations, Laurent analyzes representations of nanotechnology in science museums, collective discussions in participatory settings, the making of categories such as “nanomaterials” or responsible innovation” in standardization and regulatory arenas, and initiatives undertaken by social movements. He contrasts American debates, in which the concern for public objectivity is central, with the French “state experiment,” the European goal of harmonization, and the international concern with a global market. In France, public debate proceeded in response to public protest and encountered a radical critique of technological development; the United States experimented with an innovative approach to technology assessment. The European regulatory approach results in lengthy debates over political integration; the United States relies on the adversarial functioning of federal agencies. Because nanotechnology is a domain where concerns over anticipation and participation are pervasive, Laurent argues, nanotechnology—and science and technology studies more generally—provides a relevant focus for a renewed analysis of democracy.

Nanoscale science, engineering, and technology, often referred to simply as "nanotechnology," is the understanding, characterization, and control of matter at the scale of nanometers, the dimension of atoms and molecules. Advances in nanotechnology promise new materials and structures that are the basis of solutions, for example, for improving human health, optimizing available energy and water resources, supporting a vibrant economy, raising the standard of living, and increasing national security. Established in 2001, the National Nanotechnology Initiative (NNI) is a coordinated, multiagency effort with the mission to expedite the discovery, development, and deployment of nanoscale science and technology to serve the public good. This report is the latest triennial review of the NNI called for by the 21st Century Nanotechnology Research and Development Act of 2003. It examines and comments on the mechanisms in use by the NNI to advance focused areas of nanotechnology towards advanced development and commercialization and on the physical and human infrastructure needs for successful realization in the United States of the benefits of nanotechnology development.

The National Nanotechnology Initiative (NNI) was created in 2000 to focus and coordinate the nanoscience and nanotechnology research and development (R&D) activities being funded by several federal agencies. The purpose of the NNI is to marshal these research activities in order to accelerate responsible development and deployment of nanotechnology for economic benefit and national security. To take stock of the progress of the NNI, Congress, in P. L. 108-153, the 21st Century Nanotechnology Research and Development Act, directed the National Research Council to carry out a review of the program every three years. This report presents the results of the first of those reviews, which addresses the economic impact of nanotechnology developments and provides a benchmark of U.S. R&D efforts relative to those undertaken by foreign competitors. In addition, the report offers an assessment of the current status of responsible development of nanotechnology and comments on the feasibility of molecular self-assembly.

Last November, the National Academies Keck Futures Initiative held the Designing Nanostructures at the Interface Between Biomedical and Physical Systems conference at which researchers from science, engineering and medicine discussed recent developments in nanotechnology, directions for future research, and possible biomedical applications. The centerpiece of the conference was breakout sessions in which ten focus groups of researchers from different fields spent eight hours developing research plans to solve various problems in the field of nanotechnology. Among the challenges were: Building a nanosystem that can isolate, sequence and identify RNA or DNA Developing a system to detect disease in vivo Sequencing a single molecule of protein Creating a biological system that will create a local hydrogen fuel source, and Growing a biological in vivo power source. Representatives from public and private funding organizations, government, industry, and the science media also participated in the focus groups. The National Academies Keck Futures Initiative was launched in 2003 to stimulate new modes of scientific inquiry and break down the conceptual and institutional barriers to interdisciplinary research. The National Academies and the W.M. The Futures Initiative is designed to enable researchers from different disciplines to focus on new questions upon which they can base entirely new research, and to encourage better communication between scientists as well as between the scientific community and the public. The Futures Initiative builds on three pillars of vital and sustained research: interdisciplinary encounters that counterbalance specialization and isolation; the identification and exploration of new research topics; and communication that bridges languages, cultures, habits of thought, and institutions. Toward these goals, the National Academies Keck Futures Initiative incorporates three core activities each year: Futures conferences, Futures grants, and National Academies Communication Awards.
