This report examines the solid waste produced by a Force Provider base camp to evaluate the feasibility of waste reduction through an onsite waste-to-energy converter (WEC) and/or composter. For a five-day period in June 2000, the solid waste generated by soldiers at the Force Provider Training Module in Fort Polk, Louisiana, was quantified and characterized. The waste was categorized by type (e.g., kitchen waste, trash, cooking oil) and composition (e.g., cardboard, plastic) and analyzed to determine the quantity that can potentially be processed. The daily per capita waste production was found to be 4.1 pounds. Food service activities generate more than 80% of the waste, and packaging materials account for at least 40% of the total. It is estimated that a 50 kW electrical generation rate can be realized from Force Provider solid waste. Recommendations are also made to modify packaging to increase the heat of combustion for improved waste-to-energy conversion.

Solid waste is one of the newest fields to achieve recognition as a sub-discipline in environmental engineering. As such, one is hard-pressed to find thorough coverage of related topics in academic curricula. Many graduate programs in environmental engineering have one introductory course in waste control. A handful of texts, some excellent, exist to serve this need. Recent purported crises in solid waste management have forced the understanding that something beyond the traditional control methods may be appropriate. Resource recovery is the correct nomenclature for the longest standing alternative approach seeking to extract materials from the waste stream for eventual re-use in one or another beneficial fashion. Several books have evolved, covering various approaches. Design approaches therein have borrowed heavily from other disciplines, ceasing where solid waste differs from the feeds to be processed. These books were oriented towards knowledgeable practitioners. This work attempts to present waste processing as a study in unit operations appropriate to university study at the graduate level. The study of unit operations is typical in environmental engineering. These unit operations are different. A variety of student backgrounds are suitable. However, a familiarity with the basics of waste control, such as would be gained from one of the introductory courses mentioned above, is assumed, as is a sound quantitative background. This nation has fallen victim to its own excessive behavior and has created an overabundance of trash, referred to in this thesis as Nonhazardous Solid Waste (NHSW). This situation has created environmental and health problems that can no longer be ignored. All types of communities are affected including Air Force installations. Unfortunately, the AF does not currently have a long term waste management policy or program regarding NHSW minimization. This research concentrates on the application of a NHSW minimization program for AF installations using the two most preferred methods, source reduction and recycling. The development of a comprehensive waste minimization program using the techniques described is the most effective and efficient way to decrease the solid waste burden. The construction and implementation of these programs is not easy, especially for an organization as complex and diverse as the AF. However, the payoffs from a well planned and executed program far outweigh any costs.
