The Reluctant Spy is the tale of Cal’s torment in trying to reconcile his heroic and destructive behaviors, his successes and failures, and his search for happiness and contentment. The backdrop of his struggles is the American foreign policy establishment’s often futile efforts to influence and control global events while carrying on insidious bureaucratic warfare. John H. Goodwin is a 1981 graduate of Georgetown’s School of Foreign Service, Magna Cum Laude. John used his experience living abroad and knowledge of foreign cultures and American political and military affairs history in writing The Reluctant Spy. John manages global investment portfolios for wealthy American and international families at Morgan Stanley’s Private Wealth Management business.

Hilda Campbell was born in the north of Scotland in 1889. She married a German national, Dr. Willy Buntner Richter in 1912. They honeymooned in Scotland and lived in Hamburg. Dr. Richter died in 1938. Later that year she decided to visit her ailing parents in Scotland. 1938. After visiting her ailing parents, she returned to Germany just before the Second World War began. She became a double agent, controlled by Gerhard Eicke in Germany and Lawrence Thornton in Britain. How could she cope under the strain, with her son Otto in the German Army? Hilda went on to give evidence against her German handler at the Nuremburg trials. Soon after, she married a British Ambassador in Helsinki and joined her husband abroad. Hilda died in 1956. This is an extraordinary story based on the life of the author’s great aunt, Hilda, including several authentic accounts.

The central aim of this book is to foster connections between scholarly discussions of German foreign policy and broader theoretical debates in International Relations and beyond. While there has been a lively discussion about ‘new German foreign policy’, this book argues that it has not engaged substantially with international and foreign policy theory, especially with respect to its more recent developments. Reviewing the recent literature on German foreign policy, this book posits that the most discussed works are still largely provided by the ‘Altmeister’ (Maull, Szabo, Bulmer and Paterson) who were already dominating the field a quarter of a century ago. While there is a general decline in the academic study of German foreign policy, the chapters in this edited volume show that a range of novel, theoretically sophisticated but often disconnected scholarship has appeared on the margins. This book contributes to this emerging work by providing conceptual interrogations, which question the existing research and provide theoretically-grounded alternatives; initiating critical discussions and evaluations of the nature of Germany’s actorness and the environment in which it operates and proposing applications of less familiar perspectives on German foreign policy. The chapters in this book were originally published as a special issue of German Politics.
