To begin with, the management of the farm was decentralized and the original State Farm Grain Trust was broken up into nine regional trusts. The newly organized Commissariat of State Grain and Livestock Farms was to coordinate the activities of the regional units. In the course of time, however, the regional trusts came to be looked upon as barriers hampering the contact between the Commissariat and the ih dividual farms. The trusts were abolished in 1935 and the state farms reverted to the old system of central administration from Moscow. But this change, too, lasted only a short time; it developed that, whatever the theoretical rights of the managers. Excerpt from Foreign Agriculture, Vol. 2: A Review of Foreign Farm Policy, Production, and Trade; September, 1938 The increased production of Chinese cotton went hand-in - hand with increased domestic consumption of this staple and a decline in the consumption of foreign cot ton. In 1921, China's textile industry used about 1 million bales of native staple, representing 74 percent of the total consumed. In 1936, the spinning mills used bales of Chinese staple, which was 92 percent of the total consumption. This development practically eliminated cotton imports, including American cotton, from the Chinese market. Prior to 1911, there were practically no imports of American raw cotton into China, and from then on through 1920 they probably averaged not more than bales annually. Only with the expansion of the textile industry in 1920 and after did it become necessary to obtain an increased volume of foreign cotton. The produc tion of Chinese cotton during the period 1920-1930 remained at about the same level, and the bulk of it was suitable only for spinning 20-count yarn and lower. Indian cotton was mainly used in the spinning of counts up to 32, and American cotton had to be imported for the spinning of higher counts. In the early years, furs, fish, and wood products were of first importance in the export trade.' But during the nineteenth century, under the stimulus of the increasing demand for imported food, particularly wheat, incidental to the industrialization of Western Europe, agricultural exports assumed fie place. The emphasis on expansion of agricultural production and exports is accounted for, primarily, by the large land resources in relation to the population only about people at the present time. The general View appeared to be that the foreign market was practically limitless and that the main agricultural problems were those of increased production and of transportation to market. As late as 1930, homesteading of new areas, especially in the western wheat regions, was still being undertaken. Wheat has always been the principal Canadian agricultural product as well as the leading agricultural export. Other important items are cheese, tobacco, pork products, live cattle, apples, and certain other fruits. In most cases, the greater part of the exports is taken by the United Kingdom. This study does not trace all the various stages in the development of government aid to wheat producers. It attempts only to-point out the more important measures now in force and to analyze the causes for the evolution of aid to wheat producers and the prob able effects of existing measures. Taking the world as a whole, wheat might well be called the bellwether of all agricultural products. It is almost universally grown, and probably more farmers are dependent on the profitability of wheat production than on that of any other single cr0p. Because of this widespread influence on the agricultural economy of the vari ous countries, wheat has been the subject of primary consideration in drafting agri cultural relief measures. In nearly all countries these measures have been designed to increase the price received by wheat producers. This is true of both importing and exporting countries, though naturally the methods used by these two groups of countries differ materially.
