Since then, they have kidnapped more than 200 foreigners and thousands of Iraqis; among them, dozens of foreign hostages have been killed. Nepal (with 12) and the United States (with 11) rank the highest of hostages killed in Iraq. China ranks the highest (with 15) of hostages freed in Iraq followed by Pakistan (with 13) and Egypt (with 10). There are many motives behind these kidnappings. Since the cessation of major combat operations in Iraq, approximately 120 people - either contract workers or private soldiers - have been abducted, with one-third being executed. The largest contingent of these workers has been provided by the Philippines. Through a specific, though not exclusive, focus on the Philippines connection, this book considers the myriad ways in which transnational labour migration intersects with the occupation of Iraq. Also examining the role of the USA in the Middle East, the book places the war on terror within the practices of neoliberalism, but also links this with migration issues and argues that it is all part of a larger 'business' of conflict.

The abduction of Western citizens by Hizb'Allah was motivated either by internal organisational requirements or in alignment with Syrian and Iranian interests, and mechanisms for the resolution of the hostage-crisis were subject to continuous interaction between Hizb'Allah, Iran, and Syria influenced by internal Lebanese, regional, and international events. The Western responses to the hostage-crisis showed limited effectiveness as the crisis management techniques were poorly adjusted in timing and direction to the actual crisis environment. With the exception of the French response, the overall employment of Western crisis management techniques showed disregard for the opportunities and constraints in the fluctuating relationship between Syria and Iran as well as the political environment within Lebanon which the Hizb'allah operates and exists. This was clear by their failure to rely on either Iran or Syria as the only channel in negotiations over hostages without regard to their individual ability to exert its influence over the Lebanese movement in accordance with shifts in their ties to Hizb'allah's command leadership between 1987-1991 and to the status of the Iranian-Syrian relationship over time, as displayed by the friction between 1986-92. This study provides a new approach in the study of terrorism by merging a case-study of the dynamics of the Lebanese hostage-crisis with an evaluation of Western responses through crisis management techniques in order to more closely resolve the dilemma of the fulfilment of these states' duty to protect their citizens taken hostage abroad, without major sacrifices in the conduct of foreign policy.

Securing and maintaining foreign contributions to the reconstruction and stabilization of Iraq has been a major priority for U.S. policy makers since the launch of Operation Iraqi Freedom in March 2003. This report tracks important changes in financial and personnel pledges from foreign governments since the August 19, 2003 bombing of the U.N. Headquarters in Baghdad and major events since the fall of Baghdad on April 9, 2003. Currently, there are 25 countries with military forces participating in the coalition's stabilization effort. An additional 15 countries have withdrawn their troops from Iraq due to either the successful completion of their missions, domestic political pressure to withdraw their troops, or, in the case of the Philippines, the demands of terrorist kidnappers who threatened to kill foreign hostages unless their respective countries removed their troops from Iraq. Most foreign pledges for reconstructing Iraq were made at a donors' conference in Madrid, Spain, in October 2003. Foreign donors pledged an estimated $13 billion in grants and loans for Iraq reconstruction but have only disbursed about $3 billion to the United Nations and World Bank trust funds for Iraq. The largest non-American pledges of grants have come from Japan, the United Kingdom, Canada, South Korea, and the United Arab Emirates. The World Bank, International Monetary Fund, Japan, and Saudi Arabia have pledged the most loans and export credits. This report also discusses international efforts to train and equip the new Iraqi security forces. Since the fall of Saddam Hussein's regime in April 2003, several coalition, non-coalition, and North Atlantic Treaty Organization (NATO) countries have contributed personnel, equipment, and facilities to the training of Iraqi security and police forces. Some have expressed their willingness to contribute to future training operations within or outside of Iraq. Others have declined to participate in ongoing or planned training operations.
