In The Law of Nations in Early American Foreign Policy, Willem Theo Oosterveld provides the first general study of international law as interpreted and applied by the generation of the Founding Fathers. A mostly neglected aspect in the historiography of the early republic, this study argues that international law was in fact an integral part of the Revolutionary creed. Taking the reader from colonial debates about the law of nations to the discussions about slavery in the early 19th century, this study shows the zest of the Founders to conduct foreign policy on the basis of treatises such as Vattel’s The Law of Nations. Americans view neutrality in the 1790s as the far-seeing wisdom of the Founders and a weak power's common-sense approach to a transatlantic war in which it could not afford to get involved. Far from this benign image of prudence, however, neutrality in the Early Republic was controversial: it was a style and paradigm of foreign policy that grappled with the consequences of a democratic politics exacerbated by diplomatic crises. Far from promoting tranquility, neutrality provoked uproar from the very beginning. Intense print battles erupted over sensational exposés of foreign influence and conspiracy, reverberating through the international, national, and local levels simultaneously. Print exposés of foreign intrigue provoked partisan warfare that raised the larger, unsettled (and unsettling) issues of the national interest, the exercise of federal power, and the relationship between the people and their government. This dynamic reflected and exacerbated preexisting sectional fissures in the union, triggering recourse to the politics of slavery. As a result, the politics of slavery calibrated the competing national visions of the emerging Federalists and Republicans, defining the limits of American independence while challenging the ability of the United States to remain neutral. Drawing on the efforts of diplomatic historians, political historians and literary scholars, this work illustrates the mutually constitutive relationship between print politics, foreign relations, and the politics of slavery in the Early Republic. It argues that neutrality was a style of foreign policy that both political parties used to contain sectionalism and faction, and that print politics and the politics of slavery combined to create a dynamic that made that style malleable.

As the world’s only superpower, America’s foreign policy inevitably has a major impact Ð be it positive or negative - on contemporary international affairs. Since the terrorist attacks of 9/11, George W. Bush’s decision to move away from multilateral decision-making toward a more aggressive, pre-emptive style of foreign policy attracted widespread debate, and criticism, throughout the world. Reversing direction, the Barack Obama presidency is placing greater emphasis on constructive or peaceful engagement within multilateral frameworks, relying on special envoys to deal with some of the thorniest problems. In this book, Paul Viotti explores American foreign policy from the founding of the republic in the late 18th Century to the present day. Part 1 examines the broad policy options available to the US government: namely, peaceful engagement, containment through deterrence or coercive diplomacy, and armed intervention. Part 2 looks at the American experience in foreign policy. By exploring early precedents and elite practices, the moralism of American exceptionalism as well as the roots of an expansionist American foreign policy, the discussion draws out the continuities running from the 18th century to the present. Part 3 concludes with an analysis of the politics of interest on the Potomac with analysis of the interplay of contending policy elites, factions and parties influencing foreign policy making today. Assessing alternatives, the author concludes that even though containment and armed intervention will remain part of the way the United States conducts its foreign policy, diplomatic engagement options are the most promising course of action for the coming decades.

As a result, the nation teetered on the brink of disintegration as fear, insurrection, and threats of secession abounded. Many even envisioned armed civil conflict as a possible outcome. Despite the polarization, the nation did manage to survive its first trial. The election of Thomas Jefferson in 1801 and the nonviolent transfer of power from one political group to another ended the immediate crisis. But sectionally based politics continued to plague the nation and eventually led to the Civil War.
