Excerpt from Foreign Quarterly Review, Vol. 28 It will be the object of the present Publishers, to retain all those exclusive sources of information at present possessed from the numerous correspondents of the Review in all parts of the World, to open in conjunction with them fresh channels, and to infuse into its pages such a general circulation of all points of interest and variety as shall render it an agreeable, popular, and scientific Publication. No cost will be spared to secure contributions from gentlemen, who occupy the highest literary positions at Home and Abroad; and to procure from them such articles as may, at the same time, both suit the taste of the British Public, and contribute to International Instruction. However difficult the combination may appear, the present Publishers confidently anticipate that they shall succeed in an attempt to make the Foreign Quarterly Review both generally readable and popular, and at the same time the Standard Authority for Continental Information. Time will of course be required to mature their schemes, and to get their plans into action; but the Conductors of the Review trust, while they preserve all valuable existing features, to indicate from Number to Number, a spirit equal to the rising exigencies of the age, and to demonstrate to the candid and judicious, that every effort is making to secure and retain the highest degree of excellence, and to induce them to augur favourably of the ultimate issue. Excerpt from Foreign Quarterly Review, Vol. 7 The reign of Philip-Augustus belongs to two centuries, the twelfth and thirteenth, - centuries of no little importance in the history of European civilization. At a period like this, when events which have their origin in the progress, decay, and reproduction of past institutions are daily being developed, the study of the different steps by which the citizen has become what he is must be an occupation of the most lively interest. It is a remark of the author of the work before us, that we are apt to consider revolutions in a far too confined point of view; we limit the epoch by its visible signs and its finished results; but these results have been in long preparation. Society does not receive a new form in a day; the ideas cast abroad in one century become the leading principles of the next; in short, in the history of mankind everything is gradual; - a revolution is but the explosion of a train that has been long and curiously laid. The period in which Philip-Augustus was a great instrument in modelling and arranging the internal forms of society, is marked as the age in which the beginnings of numerous great changes had their commencement, - in which they arose into obvious existence, without, however, then receiving their accomplishment. It was the dawn of the great intellectual reformation, which has since made such rapid progress, and is every day more and more expanding its propitious light. The two grand elements which operated on society from the establishment of the barbarous invaders in Roman Gaul, and which maintained a continual struggle for predominance over the opinions of men from the seventh to the tenth century, were the material force of the conquerors, and the moral and intelligent force of the clergy. He had adopted the same plan in his Ita lian Republics, and there are, perhaps, few books, whether of a narrative or argumentative character, in which it might not be usefully employ-med The increasing extent of literature will re quire every advantage of machinery to aid the limited capacities of intellectual labour. The index-maker will probably soon take a station in literary usefulness and respectability not much below the lexicographer; in many instances his duties exacta higher de gree of acuteness and knowledge. But in the present Estate of things this task can in general be only executed with perfect ad vantage by the author himself.
