The objective of this study was to develop a system based on economic criteria for projecting changes in land use areas. The total land base was partitioned among three classes of private forest owners and crop, pasture/range, and urban/other uses in the southeastern United States. The fraction of the land base in an owner/use was hypothesized to be a function of the ratio of the land rent for that owner/use relative to an average rent index for all owners/uses. Systems of econometric equations for the six owner/use classes were estimated by physiographic region: Coastal Plain, Piedmont, and Mountains. The data comprised a pooled cross-sectional/time series, with observations drawn at four time points from the 21 forest survey units in the Southeast. Population, personal income, and land commodity incomes were the major significant variables in the land owner/use equations. Changes in population and personal income levels have contributed to a decline in farm forest acreage and a corresponding increase in miscellaneous private forest acreage. Projections of forest acreage trends with the systems of land owner/use equations indicate a continued drop in farm forest acreage. Miscellaneous private forest acreage is projected to continue to increase, in part because of real personal income levels that are forecast to triple by the year 2040. Projections of acreage changes for the five major forest types by ownership in each physiographic region, using a Markov type model, point to a substantial reduction in natural pine acreage. Transition probabilities among forest types were estimated from forest survey remeasurement data and are conditional with respect to the application of certain management practices. The importance of exogenous forces (e.g., population) for forest acreage trends suggests the need to improve coordination with land use modeling for other sectors. Also needed are the integration of forest acreage modeling with that for forest type transition, timber inventory projection, and harvest estimation in an interregional framework.

Southeast Alaska has 11.2 million acres of forest land, of which 4.9 million acres are considered commercial. This commercial acreage supports 166 billion board feet of sawtimber. These primarily old-growth stands of Sitka spruce and western hemlock are supporting a growing wood products industry that ranks first in the southeast economy and third in the State. This report summarizes current knowledge of the timber resource (areas, volumes, growth, mortality, quality, productivity, and trends) from the initial inventory, a partial remeasurement, and a second inventory now in progress. Longleaf pine cornunities were once the most prevalent ecosystem in the Southeastern United States. Conversions of land to agricultural and urban uses and replacement of longleaf with other pine species following logging have drastically reduced the area occupied by longleaf pine. Although longleaf communities can still be found over most of its original range, the species occupies less than 5 percent of its historical acreage, Private individuals own most of the remaining longleaf pine, except in Florida. The private sector is where most losses in longleaf acreage have occurred over the last decade. Because prices and the number of sawtimber-sized trees are increasing, potential harvests in the near future will probably be high. If appropriate information and incentives are not in place, losses of longleaf from private lands could substantially increase.

The Southern Forest Resource Assessment was initiated in 1999 as a result of concerns raised by natural resource managers, the science community, and the public regarding the status and likely future of forests in the South. These included changes to the regiongass forests brought about by rapid urbanization, increasing timber demand, increasing numbers of satellite chip mills, forest pests, and changing air quality. In response to these issues, leaders of four of the regiongass Federal natural resource agencies (USDA Forest Service, U.S. Environmental Protection Agency, U.S. Fish and Wildlife Service), and the Tennessee Valley Authority, agreed to work together to provide a careful evaluation of the overall condition and ongoing changes of southern forests. State forestry and fish and wildlife agencies were invited to take part and have actively contributed to the effort. The USDA Forest Service, through the Southern Region and Southern Research Station, has provided overall leadership. The Technical Report (General Technical Report SRS-53) and this Summary Report are the culmination of more than 3 years of effort by more than 25 scientists and analysts from the above agencies as well as southern universities. More than 100 scientists from universities, State and Federal agencies, industry, and conservation organizations provided peer reviews to enhance the reportsgas accuracy and completeness. This Summary Report is intended to provide its reader with an overview of the many forces of change affecting southern forests and the changes they produce. It summarizes the detailed results reported by Assessment Team members in individual chapters of the full Technical Report. The information contained in the body of the Assessment should enhance public understanding of southern forests, inform public debate, and improve public policies that result.
