The economic value of forest. has long been recognized, but the ways in which that value is calculated and the management policies adopted in consequence have all too often resulted in overuse and irreversible destruction. This is spectacularly obvious around the Mediterranean basin, but it is also true in northern Europe. These five case studies, commissioned by the OECD, examine failures of forest management in Britain, Spain, Italy, Germany and Sweden. They look at both market and intervention policies and show how each can further the destruction of the forests, and they set out ways in which future policies can evade the mistakes of the past. This national level study conducted by Asia Network for Sustainable Agriculture and Bioresources (ANSAB) and its consortium partners on behalf of the Multi Stakeholder Forestry Programme (MSFP) of Nepal, assesses and analyses the current status and future potential of developing economically viable and socially and environmentally responsible forest-based industries leading to sustainable, green and inclusive development model in Nepal. The study has prioritized forest enterprises along four major subsectors, namely, timber, non-timber forest products, ecosystem services (especially ecotourism and carbon) and forest bioenergy and developed a thorough understanding of the current status and future potential of the private sector involvement and investment in these subsectors along with the development of appropriate intervention strategies.

Policy issues relating to forestry have been the subject of much debate in recent years, and many countries and international agencies have recently, or are currently in the process, of revising their policies for forestry. Much of this debate has implied that previous policies have failed or been much less successful than had been hoped. There is a tendency to think of policy as a matter for governments, but it is now more widely appreciated that all shareholders in the forestry sector have a legitimate interest in both the policy objectives and the means that will be used to implement it. This book is mainly concerned with the process of developing policy and the subsequent implementation, than in specific content, though many of the important issues which policies must address are discussed. It is based on a review of many case studies with which the author has been personally involved over the past 40 years.

This country case study, part of the Operations Evaluation Department (OED) A Review of the 1991 World Bank Forest Strategy and Its Implementation, evaluates World Bank operations in Cameroon for their consistency with the strategy. The strategic aspects of those operations are judged here on their relevance, effectiveness, efficiency, institutional development, and sustainability. The fundamental objective of the forest policy reform in Cameroon was to establish a transparent, equitable, and sustainable management system for forest resources. The outcome of the reform process was limited, for four reasons. First, the government of Cameroon lacked genuine commitment and the capacity to carry out the reform. Second, key actors in the reform process (particularly foreign logging companies and the parliament) chose to oppose it. Third, partners such as the World Bank failed to devise an implementation strategy compatible with the underlying dynamics of political and socioeconomic changes in Cameroon. Finally, while Cameroon's forest policy is well codified in documents, it is poorly implemented. Although the reforms have led to increased tax revenues and increased the share of GDP attributable to the forest sector, the structural underpinnings of the sector have been little affected. Government agencies in the sector continue to be weak. The international logging companies that dominate the sector continue to have a free hand in the development and use of the forest resources of Cameroon. Local communities were left out of the reform process, despite the declared objective to include them in forest resource management. Overall, the interventions of the Bank inside and outside the forest sector in Cameroon were relevant to its strategic objectives, but they were neither efficacious nor efficient. Because of weak institutional development, the achievements are unlikely to be sustained. The Bank should focus its future reform efforts in Cameroon on the collection and dissemination of relevant and reliable information, working with a larger set of stakeholders, and using more Cameroonian expertise to gain local perspective and build capacity. The success of such an approach hinges on government commitment and the cooperation of other donor countries, including those with timber interests in Cameroon.

This book provides an overview of the complex challenges and opportunities related to forest-based rural development in the tropics and subtropics. Applying a socio-ecological perspective, the book traces the changing paradigms of forestry in rural development throughout history, summarizes the major aspects of the rural development challenge in forest areas and documents innovative approaches in fields such as land utilization, technology and organizational development, rural advisory services, financing mechanisms, participative planning and forest governance. It brings together scholars and practitioners dealing with the topics from various theoretical and practical angles. Calling for an approach that carefully balances market forces with government intervention, the book shows that forests in rural areas have the potential to provide a solid foundation for a green global economy.

Fourth in the series, this profile explores the diverse and changing nature of Community Involvement in Forest Management (CIFM) in Western Europe. It provides some comparative European-level data on important social institutions which shape patterns of community involvement in forestry, and it briefly examines different national contexts. Through 12 case studies, this publication discusses some of the main economic, social, ecological and policy opportunities and challenges of CIFM in Europe, and outlines the principal lessons learned according to three key groups of actors: governments, NGOs and local communities. The profile also proposes some recommendations for policy and action in Europe.
