El texto Cuando el Sur piensa el Sur. Los giros de la cooperación al desarrollo se comenzó a gestar a partir de la configuración de la agenda del xiii Congreso Internacional de la Asociación Latinoamericana de Estudios de Asia y África (aladaa), que se llevó a cabo en Bogotá, entre el 23 y el 25 de marzo de 2011, con la Universidad Externado de Colombia como anfitriona y la coordinación del profesor Pío García, quien para la época era el representante de la Asociación en el país. Ante el evidente interés en estos territorios, que tiene implicaciones en materia social, cultural, política y, cada vez más, económica, el tema en aquella ocasión no podía ser otro que: El nuevo Sur. Teorías y prácticas de Asia, África y América Latina en el siglo xxi. En ese contexto, desde el Centro de Investigaciones y Proyectos Especiales (cipe), de la Facultad de Finanzas, Gobierno y Relaciones Internacionales, se propuso una reflexión sobre la cooperación Sur-Sur y de esta manera se abrió la mesa para discutir el tema. Desde aquel momento, se contó con el apoyo de la secretaría general de aladaa, en el Colegio de México, cuyos investigadores como pares académicos y los de la Universidad Externado de Colombia revisaron las propuestas y se organizaron las diferentes mesas que luego se desplegaron por varias universidades en la ciudad de Bogotá.

Indigenous people constitute a large portion of Latin America's population and suffer from widespread poverty. This book provides the first rigorous assessment of changes in socio-economic conditions among the region's indigenous people, tracking progress in these indicators during the first international decade of indigenous peoples (1994-2004). Set within the context of existing literature and political changes over the course of the decade, this volume provides a rigorous statistical analysis of indigenous populations in Bolivia, Ecuador, Guatemala, Mexico and Peru, examining their poverty rates, education levels, income determinants, labour force participation and other social indicators. The results show that while improvements have been achieved in some social indicators, little progress has been made with respect to poverty.
