"Federalism, defined generally as a collection of self-governing regions under a central government, is widely viewed as a sensible choice of polity both for emerging democracies and for established states. But while federal institutions are positively correlated with valued economic, democratic, and justice outcomes, ultimately it is unclear how they are connected and which cause which. In Democratic Federalism, Robert Inman and Daniel Rubinfeld explore how federalism works and propose concrete and proven policy guidance on how federalist policies can be designed and implemented successfully. The authors define federalism according to three parameters: how much federal revenue comes through local governmental bodies, the number of local governmental bodies, and the extent to which these local bodies are represented federally. Proposals for the Philippine government to shift to a federal form of government appear to imply that such form of government is 'better' than unitary governments and that all federal governments operate the same. The study sheds light on this misguided idea by examining the similarities and differences of 15 federal governments around the world. Various data on different indicators concerning a federal government's history, sociopolitical and cultural context, their form of government and fiscal federal features were utilized. Comparison-and-contrast is done on these federal governments against a set of indicators and assessed if they follow the theoretical features of federalism. Federal governments were then grouped according to income and equality to check if a pattern may be observed in terms of federal characteristics. The results reiterate existing literature that similarities between federal governments are only limited to their foundational elements -- constitutions and an outline of expenditure and revenue responsibilities. Apart from this, there is no one-size-fits-all form of government as presented by the wide differences in the indicators. Also, even when federal governments were grouped according to income or according to equality, no distinct pattern can be observed between the groupings. Further, numerous examples of divergence between theoretical principles and actual practice (through the constitution) have been outlined. Finally, federal governments are constantly evolving organizations, frequently experiencing constitutional amendments and experiencing amendments according to political desirability.

President Bush's number-one management initiative for the federal government is the Strategic Management of Human Capital. According to Knowledgeworkers.com, human capital is the accumulated value of an individual's intellect, knowledge, and experience. In the U.S. federal government, a human capital crisis exists. The factors contributing to a human capital dilemma include a knowledge bleed due to retirement eligibility, changing perspectives on work, and escalating knowledge loss. According to a Joint Hearing on the Federal Human Capital, by 2005, more than half of the 1.8 million non-postal civilian employees will be eligible for early or regular retirement. An even greater percentage of the Senior Executive Service, the government's core managers, will be eligible to leave. All government agencies are required to develop a human capital strategy by 2005. Many of these agencies have scored a "red" (lowest rating) on the Government Scorecard in the way they are approaching their strategic management of human capital. This book is an executive briefing on developing a successful human capital strategy based on lessons learned from analyzing existing strategies at government agencies such as NASA. Using a knowledge management perspective, Liebowitz identifies four pillars of an effective strategy and gives examples of these in practice.
