La investigación de Cardenal demuestra que las autoridades en Beijing no están involucradas en "diplomacia pública" tal como lo entenderían las democracias. En su luger, parecieran estar persiguiendo objectivos más malignos, por lo general asociados con nuevas formas de censura directa y control de la información en el exterior, cosa que es todo lo opuesto a la concepción benigna del "poder blando". Necesitamos un nuevo vocabulario para describir este fenómeno. Aquello que hasta hoy considerábamos "poder blando" debiera mejor llamarse "poder incisivo". Los esfuerzos de la influencia autoritaria son "incisivos" en el sentido de que perforan, penetran o taladran los ámbitos de información de los países objetivo. En la nueva coompetencia en marcha entre estados autocráticos y demcráticos, las técnicas de "poder incisivo" de los regímenes represivos deberían ser vistos como la punta de su daga. Aprovechándose del ambiente de información abierta de las democracias, los esfueryos autoritarios de "poder incisivo" son típicamente difíciles de detectar, con lo cual se benefician de la diferencia de tiempo hasta que los países objetivo se dan cuenta que hay un problema. Mediante el poder incisivo, los valores generalmente poco atractivos de los sistemas autoritarios -que promueven monopolio en el poder, control vertical, censura y coacción o compra de lealtades- se proyectan hacía afuera, y los afectados son más víctima que audiencia.
