During the country's dictatorship from 1973 to 1985, Uruguayans suffered under crushing repression, which included the highest rate of political incarceration in the world. In Of Light and Struggle, Debbie Sharnak explores how activists, transnational social movements, and international policymakers collaborated and clashed in response to this era and during the country's transition back to democratic rule. At the heart of the book is an examination of how the language and politics of human rights shifted over time as a result of conflict and convergence between local, national, and global dynamics. Sharnak examines the utility and limits of human rights language used by international NGOs, such as Amnesty International, and foreign governments, such as the Carter administration. She does so by exploring tensions between their responses to the dictatorship's violations and the grassroots struggle for socioeconomic rights as well as new social movements around issues of race, gender, religion, and sexuality in Uruguay. Sharnak exposes how international activists used human rights language to combat repression in foreign countries, how local politicians, unionists, and students articulated more expansive social justice visions, how the military attempted to coopt human rights language for its own purposes, and how broader debates about human rights transformed the fight over citizenship in renewed democratic societies. By exploring the interplay between debates taking place in activists' living rooms, presidential administrations, and international halls of power, Sharnak uncovers the messy and contingent process through which human rights became a powerful discourse for social change, and thus contributes to a new method for exploring the history of human rights. By looking at this pivotal period in international history, Of Light and Struggle suggests that discussions around the small country on the Río de la Plata had global implications for the possibilities and constraints of human rights well beyond Uruguay's shores.

This book takes an innovative look at international relations. Focusing on the worldwide campaign against abuses by the right-wing authoritarian regime in Uruguay (1973-1984), it explores how norms and ideas interact with political interests, both global and domestic. It examines joint actions by differently-motivated actors such as the leftist activists who had to flee Uruguay in these years, the Organization of American States, The United Nations, Amnesty International, and the United States. It traces language and procedures for making their claims. The chief goal, however, is to peruse the specific reasons that led these actors to endorse the central core of liberal rights that gave foundation to this system. A close examination of the available documents shows that even as they joined efforts to protest abuses, they were still pursuing their individual agendas, which is often overlooked in the existing scholarship on human rights transnational activism. The book pays special attention to the Uruguayan exiles, analyzing why and how leftist activists and leaders adopted the human rights language, which had so far been used to attack communism in the context of the Cold War.

"En junio de 2010 se realizaron las Jornadas de Políticas Públicas de Derechos Humanos en el Uruguay: Memoria, Justicia, Reparación, acerca de las «cuentas pendientes» de la Transición Post-Autoritaria en la Facultad de Psicología de la Universidad de la República (Montevideo). Los participantes hicieron un balance de las políticas de derechos humanos desde la salida del régimen autoritario, analizaron el proceso y resultados del plebiscito para dejar sin efecto la Ley de Caducidad de la pretensión punitiva del Estado en 2009, y se refirieron a las diferentes iniciativas sociales, culturales y jurídicas en pos de la responsabilidad y el reconocimiento de los temas de memoria y justicia. Con posterioridad a las jornadas se invitó a los participantes a seguir reflexionando y puliendo los análisis. Es así que dieciocho trabajos fueron especialmente preparados para este volumen por protagonistas y figuras centrales en la lucha contra la impunidad. Sus puntos de vista, desde diversas disciplinas y experiencias, están reunidos para cualquier lector que quiera acercarse y comprender las raíces sociales, políticas y psicológicas de la impunidad en Uruguay, así como también considerar posibles maneras de contribuir a superar la impunidad presente. En la primera parte del libro los artículos están centrados en las luchas por verdad y justicia -en particular las acciones realizadas para dejar sin efecto la Ley de Caducidad- y en la segunda parte enfocados más específicamente en las luchas legales por el acceso a la justicia. Se analizan hechos recientes y significativos como son el dictamen de la Corte Interamericana de Derechos Humanos («caso Gelman»), los intentos frustrados a nivel parlamentario para «anular» la Ley de Caducidad, los fallos de la Suprema Corte de Justicia y diversos tribunales.
