This book explores how far the concept of fragmented authoritarianism remains valid as the key concept for understanding how the Chinese political process works. It contrasts fragmented authoritarianism, which places bureaucratic bargaining at the centre of policy-making, arguing that the goals and interests of the implementing agencies have to be incorporated into a policy if implementation is to be secured, with other characterisations of China’s political process. Individual chapters consider fragmented authoritarianism at work in a range of key policy areas, including energy issues, climate change and environmental management, financial reform, and civil-military relations. The book also explores policy making at the national, provincial, city and local levels; debates how far the model of fragmented authoritarianism is valid in its current form or whether modifications are needed; and discusses whether the system of policy making and implementation is overcomplicated, unwieldy and ineffective or whether it is constructive in enabling widespread consultation and scope for imagination, flexibility and variation.

Realism is one of the core theories within the field of international relations, and it generally posits a state system characterized by anarchy where states act in what they perceive to be their own self interests. It is a controversial theory, and it has many opponents. Yet effective debate among realists and those who identify with other schools of thought has diminished dramatically over time. As Patrick James argues in Realism and International Relations, scholars in the field have become dissatisfied with results from exchanges in words alone. He contends that translation of the vast amount of information in the field into knowledge requires a greater emphasis on communication beyond the use of text. Given the challenges posed by existing and intensifying information overload, he develops a new model that relies on the graphic representation of analytical arguments. As James explains, realist scholarship in the post-World War II era is the natural domain for the application of systemism, a graphic form of expression with straightforward rules for portrayal of analytical arguments, notably cause and effect within theories. Systemism goes beyond prior iterations of systems theory to offer a visualization technique borrowed and adapted from the philosophy of science. Systemist graphics reveal the shortcomings, contributions and potential of realism. These visualizations, which focus on realist theories about war, are intended to bring order out of what critics tend to describe, with some justification, as chaos. In sum, a graphic turn for realism in particular and international relations in general is essential in order to achieve the scientific progress that otherwise is likely to remain elusive. The war on drugs has failed, but consensus in the international drug policy debate on the way forward is missing. Amidst this moment of uncertainty, militarised lenses on the global illicit drug problem continue to neglect the complexity of the causes and consequences that this war is intended to defend or defeat. Challenging conventional thinking in defence and security sectors, Transforming the War on Drugs constitutes the first comprehensive and systematic effort to theoretically, conceptually, and empirically investigate the impacts of the war on drugs. The contributors trace the consequences of the war on drugs across vulnerable regions, including South America and Central America, West Africa, the Middle East and the Golden Crescent, the Golden Triangle, and Russia. It demonstrates that these consequences are ‘glocal’. The war’s local impacts on human rights, security, development, and public health are interdependent with transnational illicit flows. The book further reveals how these impacts have influenced the positions of governments across these regions, with significant ramifications for the international drug control regime.
