This monograph examines the ways in which discourses on the public sector were articulated in the print media during the 2011 financial crisis in the Irish, UK and European news media. It finds that coverage of the public sector was ideological, portraying public sector workers as overpaid, inefficient, and sheltered from the worst of the crisis. These explanations perpetuated the view that there was a need for austerity through cutbacks to public services and public sector pay. The central thesis is that these representations must be understood as being part of the complex organisational culture of the newsroom. Additional themes explored in the book include but are not limited to: Media ownership concentration and journalistic self-censorship. This book traces the narrative strategies framing austerity policies through an illuminating analysis of policy documents and political discourses, exposing the political consequences for women, racialized minorities and disabled people. While many have critiqued the ways in which austerity has captured the contemporary political narrative, this is the first book to systematically examine how these narratives work to shift the terms within which policy debates about inequality and difference play out. Gedalof’s exceptional readings of these texts pay close attention to the formal qualities of these narratives: the chronologies they impose, their articulation of crisis and resolution, the points of view they construct and the affective registers they deploy. In this manner she argues persuasively that the differences of gender, race, ethnicity and disability have been stitched into the fabric of austerity as excesses that must be disavowed, as reproductive burdens that are too great for the austere state to bear. This innovative, intersectional analysis will appeal to students and scholars of social policy, gender studies, politics and public policy.

Discussions of the recent austerity measures in Southern Europe as a response to the sovereign debt crisis have been usually framed in terms of their economic impact. However, the general impoverishment of these countries has induced other massive social and political changes, a fact which is ignored in the literature. This volume seeks to fill this gap and break ground by analyzing these trends in the Portuguese context. Portugal has been portrayed as the Troika’s good pupil by obediently adopting all prescribed austerity measures. In the process, the nation’s fragile social fabric has been destroyed. Massive emigration, particularly by young people, massive increases in poverty and a foundering economy have triggered a collective framing of the crisis and austerity as unjust and punitive of a collectivity that, at the beginning, naively believed in the neoliberal narrative of the benign effects of the cuts. This reframing unleashed an unprecedented wave of social and political mobilization in an otherwise traditionally apathetic society. This resistance needs to be addressed as a direct effect of austerity policies and properly analyzed for what it really represents: a process of repoliticization and re-democratization sweeping Europe. These mobilizations include direct democracy experiments, the growing influence of social movements (the massive March 2011 demonstrations were a direct inspiration for the creation of the Indignado movement in Spain, attesting the contagion effect), solidarity economy and the major political change in the country’s 42 years of democratic rule: an alliance of the left parties, unthinkable before the crisis, and which is reframing relations with the European Union. This volume offers a first approach to the massive political, social and cultural transformations taking place in the country that make Portugal, in certain aspects, a lab for innovative practices (e.g. participatory budgets and the alliance of the left parties) that may be used elsewhere as alternatives to current understandings of economic and political orthodoxy

In this book a set of theoretical and methodological resources are presented to study the way in which protest, resistance and social movement discourses circulate through society and looks at the role of media and of communication in this process. Empirically, the focus of this book is on the UK’s anti-austerity movement. ‘The Circuit of Protest’, as developed in this volume, is comprised of an analysis of the discourses of the anti-austerity movement and their corresponding movement frames, and the self-mediation practices geared at communicating these. The mainstream media representations and the reception of the movement discourses and frames by non-activist citizens are also studied. It is concluded that studying a movement through the prism of mediation provides a nuanced assessment in terms of failures and successes of the UK’s anti-austerity movement. DIVAusterity is at the center of political debates today. Its defenders praise it as a panacea that will prepare the ground for future growth and stability. Critics insist it will precipitate a vicious cycle of economic decline, possibly leading to political collapse. But the notion that abstinence from consumption brings benefits to states, societies, or individuals is hardly new. This book puts the debates of our own day in perspective by exploring the long history of austerity—a popular idea that lives on despite a track record of dismal failure. Florian Schui shows that arguments in favor of austerity were—and are today—mainly based on moral and political considerations, rather than on economic analysis. Unexpectedly, it is the critics of austerity who have framed their arguments in the language of economics. Schui finds that austerity has failed intellectually and in economic terms every time it has been attempted. He examines thinkers who have influenced our ideas about abstinence from Aristotle through such modern economic thinkers as Smith, Marx, Veblen, Weber, Hayek, and Keynes, as well as the motives behind specific twentieth-century austerity efforts. The persistence of the concept cannot be explained from an economic perspective, Schui concludes, but only from the persuasive appeal of the moral and political ideas linked to it./div
