Ses détracteurs lui reprochent d'avoir cru, à tort, que la réunification de l'Allemagne pouvait être retardée, d'avoir manqué d'audace dans la gestion de la crise yougoslave, et commis une grave erreur d'appréciation lors du coup d'État avorté à Moscou, en août 1991. Hors d'Europe, en Afrique, en Asie, au Proche-Orient, on peut légitimement se demander si François Mitterrand a eu une politique étrangère digne de ce nom. Mais, était-il absurde de tenter de retarder la réunification de l'Allemagne ? En ex-Yougoslavie, la France pouvait-elle s'engager davantage, alors que les États-Unis refusaient une présence militaire significative au sol ? François Mitterrand n'a-t-il pas, finalement, réussi à sauvegarder l'axe principal de sa politique étrangère : la construction européenne ? Ce livre tente de répondre à ces questions, sans parti pris, ni esprit polémique. Il confronte, sans doute pour la première fois, les témoignages d'acteurs concernés (ministres, conseillers à l'Élysée, diplomates, officiers généraux), aux points de vue de chercheurs et de journalistes spécialisés. Il aborde, chemin faisant, les problèmes de la souveraineté nationale, du processus de décision, ou encore du rôle joué par l'opinion publique. Sur ce personnage complexe et secret que fut François Mitterrand, le lecteur ne trouvera pas - dans ce livre - de « conclusion définitive », ni d'illusoire « dernier mot », mais un ensemble d'analyses tantôt convergentes, tantôt contradictoires, qui lui permettront de se forger son point de vue.
