East-Central Europe is about to bring its welfare reforms to the European Union. Nevertheless, in the course of the Accession, one could hardly fix the European standards of social policy or examine to what degree the newcomers may have approached them. Evidently, there has always been a variety of welfare regimes in the EU. Moreover, today's experts in post-communist countries do not find stable policies and institutional arrangements in the West but rather another reform process, the "domestication" of the classical welfare states. True, the general trends are not dissimilar: partial retrenchment, decentralization, marketisation and privatisation of public welfare services, as well as an upsurge of the voluntary sector, are the main characteristic features of regulating welfare on both sides of the former Iron Curtain. The Kaliningradskaya Oblast, Russia's Baltic enclave which soon will turn into an island amid the enlarged EU and NATO, constitutes a twofold challenge to European politics: Due to its economic, social, historical, geographical, strategic, and cultural peculiarities the detached region may become a source of instability. However, due to the same peculiarities the region also bears the potential to serve as a pilot-region for an EU-Russian partnership. To meet the latter perspective all actors concerned need to engage in a dialogue-based, coordinated, and problem-solving approach. This study provides recommendations to a wide range of actors on how to approach the Kaliningrad challenge in a proactive manner. It presents a policy paper drafted by a group of Kaliningrad experts from eight countries and is complemented by fourteen issue-oriented chapters which provide in-depth reasoning on the suggestions made by the group. Hanne-Margret Birckenbach is professor of political sciences at the University of Giessen, Germany. This volume examines mechanisms for regional peacemaking and conflict management in Europe and the Middle East. To date little research has been devoted to uncovering the conditions for peace, and the factors that contribute to stabilizing the state of peace. This volume assesses the factors that contribute to regional pacification, the incentives that motivate states in establishing peaceful relations, and most importantly, how regions become peaceful. It discusses the conditions under which various types of ‘peace’ might emerge on a regional level and the factors most likely to determine the outcome. The book takes an innovative approach through a systematic comparison of two regions that are particularly prominent and important for the subject of regional pacification: Europe and the Middle East. While many believe that the European case is the indispensable model for peacemaking, others believe that these two regions are too different for Europe to be a useful framework for the Middle East. Since Jean Bodin and Thomas Hobbes, political theorists have depicted the state as "sovereign" because it holds preeminent authority over all the denizens belonging to its geographically defined territory. From the Peace of Westphalia in 1648 until the beginning of World War I in 1914, the essential responsiblities ascribed to the sovereign state were maintaining internal and external security and promoting domestic prosperity. This idea of "the state" in political theory is clearly inadequate to the realities of national governments and international relations at the beginning of the twenty-first century. During the twentieth century, the sovereign state, as a reality and an idea, has been variously challenged from without and within its borders. Where will the state head in the age of globalisation? Can Catholic political thinking contribute to an adequate concept of statehood and government? A group of German and American scholars were asked to explore specific ways in which the intellectual traditions of Catholicism might help our effort lo rethink the state. The debate is guided by the conviction that these intellectual resources will prove valuable to political theorists as they work to revise our understanding of the state.
