The EU is struggling to cope with the so-called “migration crisis” that has emerged over the past few years. Designing the right policies to address immigration requires a deep understanding of its root causes. Why do Africans decide to leave their home countries? While the dream of a better life in Europe is likely part of the explanation, one also needs to examine the prevailing living conditions in the large and heterogeneous sub-Saharan region. This Report investigates the actual role of political, economic, demographic and environmental drivers in current migration flows. In 2015, an unprecedented number of people from Africa and the Near East took flight and sought refuge in Europe. By the end of that year, some 1.8 million migrants had arrived in the EU, the vast majority having come across the Mediterranean. Since then, despite measures to host some of the people fleeing the Syrian war in Turkey and concurrent attempts to physically seal off some borders in Eastern Europe, the numbers of refugees traveling to Europe has continued to top half a million annually. A mass migration on a scale not witnessed in modern times is underway, and it has presented Europe with its greatest challenge of the twenty-first century. Asfa-Wossen Asserate argues here that building higher fences or finding more effective methods of integration will only, in the long term, perpetuate rather than solve the problems associated with these large numbers of displaced refugees. We need to realize that we are only treating the symptoms of an oncoming catastrophe and that, if we are to respond to mass migration, we will ultimately have to understand its causes. African Exodus places its emphasis firmly on the causes of the refugee crisis, which are to be found not least in Europe itself, and charts ways in which we might deal with it effectively in the long term. In the course of this analysis, Asserate asks why our view of Africa—a troubled continent, but rich in so many ways—is so distorted. This book tracks the conceptual journeying of the term ‘transgender’ from the Global North—where it originated—along with the physical embodied journeying of transgender asylum seekers from countries within Africa to South Africa and considers the interrelationships between the two. The term 'transgender' transforms as it travels, taking on meaning in relation to bodies, national homes, institutional frameworks and imaginaries. This study centres on the experiences and narratives of people that can be usefully termed 'gender refugees', gathered through a series of life story interviews. It is the argument of this book that the departures, border crossings, arrivals and perceptions of South Africa for gender refugees have been both enabled and constrained by the contested meanings and politics of this emergence of transgender. This book explores, through these narratives, the radical constitutional-legal possibilities for 'transgender' in South Africa, the dissonances between the possibilities of constitutional law, and the pervasive politics/logic of binary ‘sex/gender’ within South African society. In doing so, this book enriches the emergent field of Transgender Studies and challenges some of the current dominant theoretical and political perceptions of 'transgender'. It offers complex narratives from the African continent regarding sex, gender, sexuality and notions of home concerning particular geo-politically situated bodies.

Building on global interest in migration development, the volume draws attention to one of the most important migration systems in sub-Saharan Africa. It reviews South Africa’s approach to international migration in the post-apartheid period from a regional development perspective, highlighting key policy issues, debates, and consequences. The authors find at least three areas where migration is resulting in important development impacts. First, by offering options to those affected by conflict and crises in a region that has limited formal disaster management and social protection systems. Second, by mitigating shortcomings and distortions in regional labour markets. Third, by providing support to struggling rural economies and ever expanding urban areas in terms of livelihoods and social capital transfers. Chapter One consists of a study of the country’s historical experience of migration and, in particular, analyses the changes in official attitudes throughout the twentieth century, indicating the roots of contemporary ideas and policy dilemmas. Chapters Two, Three, Four and Five complement this analysis of the South African State’s capacity to reform and manage the South African migration situation by looking at often neglected dimensions: the first explores the question of skilled labour, a crucial question given the unbalanced structure of the South African labour market; the second examines the impact of migration on local government in South African cities and specifically implications for urban planning, service delivery, health, security, and political accountability; the third analyses the nature of undocumented migration to South Africa and the challenges it raises to both State and non-State actors; The book concludes with an examination of health as a critical issue when examining the relationship between migration and development in South Africa, in light of recent empirical data.
