Great-power conflict and great-power war are still the most dangerous risks the international community is facing today. This edited volume investigates the feasibility of a modern day concert of powers as a way for managing the risk of great power conflicts in the 21st century. The volume takes its inspiration from history. The 19th century European Concert was not only able to ensure a period of exceptional peacefulness among the European great powers, it also limited the scope and duration of the few wars that did break out. The chapter authors discuss the achievements and limits of the historical concert, define the requirements that a new concert would have to meet, critically evaluate obstacles and risks of the approach and indicate how a 21st century concert of powers could complement, and fit into, the present legal and institutional setting of global politics. An Introduction to European Intergovernmental Organizations provides an up-to-date and accessible reference to European intergovernmental organizations other than the European Union. The EU is so dominant that people often overlook the multitude of older and newer, smaller and larger intergovernmental organizations rooted in the history of contemporary Europe which continue to help shape its future. The specialized character of these organizations adds value to cooperation in Europe as a whole, creates permanent channels of communication regardless of EU membership and allows the possibility for non-European involvement through organizations such as the European Bank for Reconstruction and Development and NATO. It also allows sub regional groups of states, such as the Nordic countries or the Benelux countries to exist and express their own identity via their own organizations. 1914 brach in Europa der Erste Weltkrieg aus. Einhundert Jahre später hat sich der einst so kriegerische Kontinent fundamental verändert. Mit dem Ende des Ost-West-Konflikts bot sich die Chance, die Teilung Europas zu überwinden und ein Friedensprojekt zu realisieren, das auch auf seine Nachbarschaft ausstrahlt. Seven years after the Arab uprisings, the social situation has deteriorated across the Middle East and North Africa. Young people are often the ones hit hardest by the turmoil. How do they cope with these ongoing uncertainties, and what drives them to pursue their own dreams in spite of these hardships? In this landmark volume, an international interdisciplinary team of researchers assess a survey of 9,000 sixteen- to thirty-year-olds from Bahrain, Egypt, Jordan, Lebanon, Morocco, Palestine, Syria, Tunisia and Yemen, resulting in the most comprehensive, in-depth study of young people in the MENA region to date. After the attacks of 9/11 terrorism and other forms of transnational risks of violence dominated official security policy. Researchers at the Institute for Peace Research and Security Policy at the University of Hamburg investigated the consequences of this change for security governance in a multi-annual research program. Case studies show that transnational security policies changed, but that national governments remained dominant. In other words, the transnationalisation of threat perceptions only led to a limited internationalisaton of security policies. The volume presents results of the research program. It combines conceptual work on security governance with empirical research, for instance on counterterrorism, changing perceptions of security in international organizations, such as the European Union and the Organization for Security and Co-operation in Europe.
