The techniques, rationales, targets and sites of exclusionary practices proliferated over the 19th and 20th centuries, from the transportation of convicts to the moral therapy of the insane. Over this period state agencies and expert authorities refined their efforts to classify and coercively segregate people deemed to be undesirable or dangerous. Populations and individuals categorised as the mad, the infectious, the deviant or the unfit were confined to specific isolated places and were subjected to treatments that spanned correction, care and control. This book examines the coercive and legally sanctioned strategies of exclusion and segregation undertaken over these two centuries in a wide range of contexts. The political and cultural history of this period raises a number of questions about coercive exclusion. The essays in this collection examine why isolation has been such a persistent strategy in liberal and non-liberal nations, in colonial and post-colonial states and why practices of exclusion proliferated over the modern period, precisely when legal and political concepts of freedom were invented.

This Issue Brief from the USCR was written without the benefit of a first-hand visit to the region since the hill tracts have been virtually closed to outsiders for about six years. It is based on accounts by reliable sources who, despite the ban, have some first-hand knowledge of the situation. Refugees from the Chittagong Hill Tracts (CHT) of Bangladesh now occupy five camps in the neighbouring Indian state of Tripura. Their total number swelled in 1987 from approximately 30,000 to some 50,000: 10% of the total tribal population of the hill tracts. Against the background of mutual animosity that has characterized relations between the Bengalis of the plains and the tribal people of the hills for at least 300 years, the paper highlights the major causes of flight of these ethnic minorities into India. It also traces efforts at repatriation and describes conditions in the camps in Tripura as well as recommendations to ameliorate their situation. To begin, the isolated hill forests are described in their historical, geographical perspective. Included are the impacts of British rule, especially the Chittagong Hill Tract Resolution of 1900 which legalized the isolation of the area, and the various movements for autonomy. Certain development projects are analysed since they were viewed by the CHT peoples as benefitting the Bengali plainsmen and introduced their immigration following 1964. The Brief cites a 1986 Amnesty International report that documented military, paramilitary and vigilant attacks against the tribespeople. The last section treats the politics of the refugees in camps in India - past attempts at repatriation - and the conditions in the camps themselves. A list of concrete recommendations and a bibliography complete the report.

Can an exiled writer ever really go home again? What of the writers of Argentina, Uruguay, and Chile, whose status as exiles in the 1970s and 1980s largely defined their identities and subject matter? After Exile takes a critical look at these writers, at the effect of exile on their work, and at the complexities of homecoming -- a fraught possibility when democracy was restored to each of these countries. Both famous and lesser known writers people this story of dislocation and relocation, among them Jose Donoso, Ana Vasquez, Luisa Valenzuela, Cristina Peri Rossi, and Mario Benedetti. In their work -- and their predicament -- Amy K. Kaminsky considers the representation of both physical uprootedness and national identity -- or, more precisely, an individual's identity as a national subject. Herbert Daniel was a significant and complex figure in Brazilian leftist revolutionary politics and social activism from the mid-1960s until his death in 1992. As a medical student, he joined a revolutionary guerrilla organization but was forced to conceal his sexual identity from his comrades, a situation Daniel described as internal exile. After a government crackdown, he spent much of the 1970s in Europe, where his political self-education continued. He returned to Brazil in 1981, becoming engaged in electoral politics and social activism to champion gay rights, feminism, and environmental justice, achieving global recognition for fighting discrimination against those with HIV/AIDS. In Exile within Exiles, James N. During the late twentieth and early twenty-first centuries, dictatorships in Latin America hastened the outward movement of intellectuals, academics, artists, and political and social activists to other countries. Following the coups that toppled democratically elected governments or curtailed parliamentary oversight, the incoming military or civilian-military administrations assumed that, by forcing those aligned with opposition movements out of the country, they would assure their control of politics and domestic public spheres. Yet, by enlarging a diaspora of co-nationals, the authoritarian rulers merely extrapolated internal dissent and conflicts, emboldening opposition forces beyond their national borders. Displaced individuals soon had a presence in many host countries, gaining the support of solidarity circles and advocacy networks that condemned authoritarianism and worked with exiles and internal resistance towards the restoration of electoral democracy. Exiles soon became vehicles for spreading cultural ideas from abroad, celebrating cosmopolitanism over nationalism, and emphasizing human rights and democracy in Latin American countries. Exile, Diaspora, and Return explores how Argentina, Chile, Paraguay, and Uruguay have been affected by post-exilic relocations, transnational migrant displacements, and diasporas. Specifically, this book provides the first comprehensive analysis of diasporic experiences and the impact of returnees on the public life, culture, institutions, and development of post-authoritarian politics in the Southern Cone of the Americas. Bringing together sociopolitical, cultural, and policy analysis with the testimonies of dozens of intellectuals, academics, political activists, and policy makers, the authors address the impact of exile on people's lives and on their fractured experiences; the debates and prospects of return; the challenges of dis-exile and post-exilic trends; and the ways in which those who experienced exile impacted democratized institutions, public culture, and discourse.
