This book presents a comprehensive institutional level analysis of a single public institution of higher education in the Republic of Kenya using the case study method of investigation. It is the first case study to use both qualitative and quantitative research methodology to illuminate the experiences of Kenyan public universities with internationalization post-independence. Focusing on Kenya’s oldest national public university—the University of Nairobi’s experimentation with internationalization, Kenyan Public Universities in the Age of Internationalization is a first in the East African region. The book argues that attempts by institutions of higher education in Africa to engage in internationalization with the much more older and well established IHEs in the developed world has perpetuated the colonial legacy that has relegated these institutions to the position of the Other in the new international order. Several policy implications are offered on what it means to participate in internationalization from a marginal, peripheral position. The conventional assumption that political independence would bring to most African countries, and by extension their national public universities, a period of freedom from political, economic and cultural subjugation and exploitation by the more powerful world nations has proved elusive. Paulston (1929-2006). Recognized as a stalwart in the field of comparative and international education, Paulston’s most widely recognized contribution is in social cartography. He demonstrated that mapping comparative, international, and development education (CIDE) is no easy task and, depending on the perspective of the mapper, there may be multiple cartographies to chart. For the last three decades, Uganda has been one of the fastest growing economies in Africa. Globally praised as an African success story and heavily backed by international financial institutions, development agencies and bilateral donors, the country has become an exemplar of economic and political reform for those who espouse a neoliberal model of development. The neoliberal policies and the resulting restructuring of the country have been accompanied by narratives of progress, prosperity, and modernisation and justified in the name of development. But this self-celebratory narrative, which is critiqued by many in Uganda, masks the disruptive social impact of these reforms and silences the complex and persistent crises resulting from neoliberal transformation. Bringing together a range of leading scholars on the country, this collection represents a timely contribution to the debate around the New Uganda, one which confronts the often sanitised and largely depoliticised accounts of the Museveni government and its proponents. Harnessing a wealth of empirical materials, the contributors offer a critical, multi-disciplinary analysis of the unprecedented political, socio-economic, cultural and ecological transformations brought about by neoliberal capitalist restructuring since the 1980s. This book uses the global–local dialect approach to explicate education policy reform in Botswana and interrogates the practical effects of the various education policies on curriculum, pedagogy and governance of the Botswana General Education system. Considering the effect of three reform policies since Botswana’s Independence in 1966, the book evaluates the performance of each of the policies and examines their consequences in terms of the interplay of global forces and domestic pressures. The result of this interplay has been an education landscape that, while reflecting globally circulating education discourses, markedly differs from those same discourses. The book argues that the State in Botswana has appropriated education policy to legitimate itself in times of crisis and that each policy has improved access to general education but, collectively, have failed to improve its quality, making suggestions for how this can be improved in the future.
